Accidents decline,
For the second year in a
row, the Exeter police report
a decline in the number of
motor vehicle collisions and
property damage.
The report for the past
year was tabled by Chief Ted
Day last week and shows
the number of collisions
declined to 125 in 1' :1. There
were 129 the previous year
and 166 in 1979.
Property damage in last
year's collisions amounted to
$71,115, compared to the
$78,340 in 1980 and $83,235 in
1979.
The only accident statistic
that increased was the
number of injuries. Last
year, 22 people were hurt in
accidents, compared to

Figures showed the PUC
made a profit of $59,946 ( 19.44
percent in 1981.
Part of the reason for the
increase was due to in-
creased commercial use and
increased interest
payments.
Davis noted interest rates
were up and money to be
spent on the pumphouse
project was left in the bank
longer, since work .did not
start until the latter part of
the year.
Budgetted revenues for
1982 show a small increase in
domestic use, and a decrease
in commercial use. Davis
;.aid a process used at Cana-
dian Canners last year caus-
ed their water usage to rise
and this has been reversed.
The PUC expects to take in
$277,654 this year and show a
profit of $12,001 (4.32 per-
cent),
Information included in
the budget showed the PUC
pumped 965,918 cubic meters
of water in 1981 at a cost of
25.72 cents per cubic meter.
The PUC profited 6.2 cents
per cubic meter.
In other business:
PUC members will meet
with the town council's
general government com-
mittee. Shaw said the
committee wanted to discuss
alternatives to adding un-
paid tenants' PUC bills to
landlord's taxes. • '
Davis said a letter from
Ontario • Hydro, which he
forwarded to council, in-
dicated utilities would be on
"very thin ice" legally if
they tried to collect the
unpaid bills through the
landlords.
He noted some utilities do
add the bills to taxes, and
some charge a deposit fee of
$200 before the utility is
hooked up.
Chan Livingstone
suggested the PUC look at
the time period of its billings.
He noted a customer not
paying the bills could get up
to three and a half months of
electricity before the utility
could move to cut off the
service.
A letter from Ontario
Hydro advised the PUC that
increases for hydro rates in
1983 would be higher than the
expected rate of inflation.
The letter said the increase
to municipal utilities would
average 13 percent.
Because of the scheduling
of Ontario Energy Board
rate increase hearings and
"customer and media
reaction" the Hydro had sent
out the letter to PUC
chairmen soon after the
increases for 1982 were set.

Highway Traffic Act, 95
were cautioned and four
vehicles seized. A total of 40
bike riders were also
cautioned.
In 1981, the police laid 141
charges under the Liquor
Act, a decrease of nine over
the previous year, but still up
considerably from the 101
charges to 1979.
Out of the charges, 134
were male persons, six.
females and one juvenile.
Ten persons were charged
with impaired driving
The total number of thefts
in the community was . up
over the previous year.
There were 15 thefts of over
$200 each with total loot
being $6,729 and $2,100 being
recovered and one male
charged
Therd were 128 thefts of
under $200 each with the
amount stolen being $7,658.29
and of that, $2,840 recovered.

Thirteen people were
charged and two juveniles
warned.
Twenty beeak and enter
investigations were con-
ducted with the amount
stolen being $4,773. Only 1130
was recovered and five
people being charged.
Damtage as a result of
breaklns was an unusually
high $50,000, with most of
that occurring at a breakin
at Acme Neon Sign.
There were nine vehicles
stolen during the year, all
being recovered. Four
people were charged.
The police investigated 20
cases of fraud with the value
of goods being obtained by

fraud set at $2,532. Of that,
1453 was recovered and two
people were charged with a
total of nine counts.
Wilful damage figures were
also up over the previous
year, with a total of 57 in-
cidents and damage
amounting to $5734.
Restitution of $720 was
made.

Sunday.
A vehicle driven by
Michael Thuss, RR 8 Wat-
ford, skidded off Highway 23
just north of the Middlesex -
Perth line and struck a
snowbank.
Damage was listed at
$1,000. There were no in-
juries.
Over the weekend, three
sets 'of wheel discs were
stolen from vehicles parked
at the Dashwood Community
Centre and the parking lot in
downtown Hensall.
Total value of the discs
was $1,800 and they were
stolen from vehicles owned
by Frayne Chev-Olds,
Exeter; Donald Beauchamp,
Zurich; and Jeff McKay,
London.

Upper Thames authority
chairman John Stephen was
a guest. Stephen was a
member of the Ausable
Authority in the early days
and reminisced about a
meeting in Parkhill in
February of 1952 when the
temperature was down to 20
below F.
Stephen added, "The only
two people at that meeting
and here today are myself
and Charlie Corbett."
