The success of a designated year, such as International Year of the Child and International Year of Women, can only be measured historically. The same is true of the year just ended - International Year of the Disabled Person (IYPD). It's too early to tell how lasting the effects will be. A newsletter released by COPOH - Coaliton of Provincial Organizations of the Handicapped - listed some of the achievements and disappointments of 1981. First, the ac- complishments : Consumer groups representing dif- ferent disability groups began to work together more effectively. The Special Committee op the Disabled and the Handicapped issued the "Obstacles" report outlining steps towards "full participation and equality." The Government of Canada moved toward ef- fective affirmative action programs within federal civil service. Ontario and Newfoundland amended their human rights codes to • better protect disabled residents. An editorial in The Advocate, a publication of the Ontario March of Dimes, noted that many programs beginning,in 1981 were not initiated by IYDP but rather By Elaine Townshend The constitution was passed with a "notwithstanding" clause loophole. The Government of . Canada failed to take effective measures toward promoting affirmative action programs in the private sector. IYDP .projects failed to establish any long-term programs in such areas as housing, technical aids, and independent living. And, no significant progress was made to provide community support services on the scale necessary to get many were the result of years of lobbying by handicapped consumer groups. For example, Bill 7 - the revised Ontario Human Rights Code - was a belated response to a 1977 recom- mendation made by the Ontario Human Rights Commission in its report, "Life Together". One of the values of the International Year was, therefore, to act as a catalyst in speeding up im- plementation of programs' and legislation which had .e)• - - Iii INN INN a. Iii I - ti INN -. A survey et public opinion on human rights, commissioned by the Canadian Human Rights Commission in June 1981, found that 92 percent of the population wanted the rights of physically and mentally handicapped persons protected. The COPOH newsletter concluded that 1982 will be more significant than 1981 in determining the success of IYDP. During 1982, we will see if governments were serious about their 1981 commitment's, we will see if the media still shows an interest in issues affecting disabled citizens; we will see if more disabled people are prepared to work together to advocate their rights to "full participation and equality." 1982 will determine -if the general public is prepared to accept disabled people in their schools, stores and businesses as much as they Please turn to page 7 eriIMO I NMI CUP ME 1/2 PRICE 44 (14. it) ti s utf (Keg.
