Parents join new planning committee
EXETER - A meeting was held
on Thursday, November 3, in the
Exeter Town Hall of Exeter fix all
interested parents, siblings and
guardians of handicapped people.

Celebrates 60 years - Ted and Anne Chaffe of 448 Albert street in Ex-
eter will celebrate their 60th wedding anniversary on December 8. They
have two sons, Robert , RR 1, Centralia and George , Mississauga. An
Open House will be held at the Exeter United Church parlours on Saturday.
December 10 between the hours of 2 and 4 p.m.

the South Huron District Associa-
tion of the Mentally Handicapped,
was chairperson of the meeting, to
discuss the new Huron County
Planning Committee, and to elect a
parent representative.
About three and a half million
dollars arc allocated annually in Hu-
ron County to provide services to
those adults and children labelled as
developmentally handicapped.
These funds have been primarily ad-
ministered by the three Local associ-
ations for community living, for
services ranging from in-home sup-
port for children to fully integrated
supported employment in the com-
munity. The ministry of commu-
nity and social services has directed
that county -wide planning commit-
ted be formed to prioritize the allo-
cation of funds and ensure that new
programs accurately reflect the
needs and concerns in Huron
County.
A 12 -member board will be estab-
lished, including consumers and
families of consumers, there will be
one Board member from each of the
three Community Living. Associa-
dions in Wingham, Goderich and
South Huron; the three Executive
Directors; one representative from
each of the county's three People
First Groups; and one parent repre-
sentative from each of the three are-
as. Mary Donnelley, past -president
for the Goderieh Association, has
volunteered to be Chairperson of
the Board.
Gray informed the parents that
not much.new money would be
forthcoming, and that the three
county areas would have to learn to
share resources more efficiently.
Community Support for Families
helps families keep their children
(under 18) at home instead of in an
institution, while S.I.L. (Support
Independent Living) helps handi-
capped adults function in the com-
munity instead of in group homes
or sheltered workshops.
New services will be required by
the elderly who have retired, and a
very effective program "Special Ser-
vices at Home" has already been cut
25% to each family, with no new
applications until April.
This program funded contracts for
support workers to provide therapy,
parent -relief and other in-home ser-
vices to families of handicapped
children.
The regional -management com-
mittee which made the decision to
cut or eliminate this program in-
cluded representatives from regional
institutions. They apparently have
the power to keep money concen-
trated in places like Oxford Region-
al Center and C.P.R.I. in London,
rather than allow funding to flow
into local communities to support
integration of the handicapped.
It cost : S101,000 per year to keep
each of the six children from Huron
County in C.P.R.I. London. Peo-
ple belong with their communities,
supported by family and friends. It
makes economic sense, and it is the
right of every person to be a,Partici-
pating member of his or her own
community. The goal of each As-
sociation for Community Living is
that each person be accepted, fully
integrated, into the community in
which they were born.
Anne Klungcl, who served •for
years on the board of
S.H.D.A.M.H., volunteered to he
the parent representative for South
Huron, and Pam McLay and Rober-
ta Walker agreed to be alternates.
That way there will always be rep-
resentation by parents from South
Huron at the Planning Committee
meetings.
A list was also circulated, and
signed by about 15 interested per-
sons, to set up a Pilot Parents sup-
port group. A contact parent would
be notified whenever a newly handi-
capped child was diagnosed in the
area. Then the parent could he of-
fered support while coping with the
crisis, by another parent who had
already been through it with their
own child. This approach has
worked with cancer patients, ampu-
tees, and other groups. -
The "Pilot Parents' hopes to offer
support and suggestions to other
parent_t suddenly faced with a child
who is handicapped.
