EXETER - "I'wo tenders for the
1989 Exeter insurance program
were received Monday and will be
'turned over to the executive com-
mittee for consideration.
'A bylaw was passed allowing
property at 144 Andrew street south
owned by Lome and Kevin Falconer
to encroach on Wellington street by
a -half foot.
Council approved a bylaw to reg-
ulate the control of discharge into
the town's storm drainage system.
The discharge of storm water to
storm drains in all areas zoned for
Commercial or Industrial use in
town. will be restricted to not more
than 0.7 cubic metres per second
per hectare. • - •
Council has been advised by so-
licitor Mike Mitchell to pay the
County of Huron planning services
levy under protest.
An earlier decision was made to
abandon planning department ser-
vices provided by the county.
The first meeting of the 1989
council has been set for•Monday,
December 5 at 4:30 p.m. at which
new councillors will be sworn in.

Lambton-Middlesex the challenger
has won and this time around was
no exception.
Liberal Ralph Ferguson defeated
Conservative incumbent Sid Fra-
Ieigh by unofficial totals of 17,506
to 16,804. •
In the 1980 election, Ferguson
also beat Fralcigh, but in 1984 the
outcome was reversed with Fralcigh
winning out:

There will be a recount in the
London -Middlesex riding after it ap-
pears incumbent Conservative Terry
Clifford held his scat by only a nar-
row margin.
With 411 polis reporting, Clifford
is only -111 votes ahead of Liberal
Garnet Bloomfield. Clifford had
18,747 votes 'to Bloomfield's
18,636. Michael Wyatt of the
NDP gathered 11,156 of the ballots
and independent candidate Dawn
Hemmingway. trailed with only
196.
Recount is on
CRED1TON - Monday, Novem-
ber 28 is a big day for at least two
candidates in the recently concluded
municipal election in Stephen
township.
That's the day a recount will be
held with the township's recount of-
ficcr, former reeve Allan Walper in
charge.
While Pat O'Rourke lcd the polls
for the three council scats with 790
OW the ballots of the next three
can relates will be recounted.
In the first count, Gary Eagleson
was second with 570 votes. Bill
Weber was third at 556 and Jim
Dietrich was only two votes back at
554. "
During the recount each candidate
will be allowed to be there himself
or have a representative in atten-
dance.
Hearing
EXETER - Council has received
notice that the date of January 18,
1989 has been set for thc Ontario
Municipal Board hearing on the
proposed Huron Tractor agricultural
park in Hay township.
A letter from the town solicitors
says, "Because the case has been ad-
journed on two previous occasions,
date set
the Board is demanding that it pro-
ceed on the date subject only to the
possibility of inclement weather."
In a second communication,
council teamed that no justification
of the proposed development is re-
quired under the Food Land Guide-
lines.
Building permits lower
EXETER Although the amount
of building permit values was down
to $228,000 during themonth of
October, the overall 1988 total
should be a record.
In presenting his report, chief
building official David Moir said,
"October was slow, but so far in
November it's been hectic. There is
a lot of building gojng on."
The 1987 full year building per-
mit total was $6,003,381 --In Abe
first 10 months this year, the total
stand$ at $5,219,681.
In October, most of the building
value camc from two single family
dwellings valued at S170,000.40nc
commercial addition permit upped
the total by $35,700.

EXETER - Councillor Dorothy
Chapman reported Monday night
that Exeter's Auxiliary training pro-
gram is going to be used for other
police forces in Ontario.
Chapman, chairman of thc local
police committee is also on a pro-
vincial committee to work on po-
lice standards and revise the Police
- Act for small municipalities.

After completing six years on the
police committee, Chapman said,
"this job needs special input. If I
hada full-time job, 1 wouldn't have
been abtc to do it. Consistency is
needed for this."
She added, "I think we need to
consider establishing a Police Com-
mission within the next three.

When Chapman asked, "Could I

it all commercial," Moir replied,

committee has recommended that
the recently received Municipal
Housing Statement be revised.

EXETER - At the final meeting
of Exeter council for the present
term Monday night, rearing council
members were commended for their
valuable contributions.
On turn councillors, Gaylan Jo-
sephson and Tom Humphreys
thanked the remaining council for
their co-operation. Peter Snell, the
third retiree was not present.
Josephson said, "1 like to think I
contributed to the town. Our collec-
tive accomplishments were many.
I'm proud of what we have done.
Great things were done without in-
creasing the tax load. The last de-
benture was for the police station."
He continued, "There has been a
tremendous growth in town and we
have M give credit to the _BTA for
being a very vibrant organization.
Economic development has also
come a long way."
Josephson concluded, "Bruce
Shaw once told me to obtain suc-
cess was to surround yourself with
good people. That was my good
fortune to have a hard working, dili-
gent council and great co-operation
in the clerk's office."
Tom Humphreys added, "Gaylan
said it all." Both retiring council-
lors said they would be willing to
serve oh committees and didn't Wile
out coming back to council in the
future.
Two of the three new councillors
Dave Urlin and Ervin Sillery were
in attendance and were told by May-
or Bruce Shaw "Tell us what com-
mittees you would like to be on.
Give us three choices and you will
likely get at least two."
