Don Pilwards was also present and spoke of his pleasure at joining the electoral race. • Wraith presented a five-year capi- tal works plan to council. The re- port was prepared by village engi-' neer Don Plctch and lists a schedule of projects and their estimated costs, such,as the future reconstruc- tion of Butler and Stanley Streets. "I think the MTC likes to see this kind of thing and know where the money is going," said council- lor Bryan Smith. The council decided to leave ap- proval of thc plan until after the election. Town solicitor Robert- Benner told council of the current progress • on the $10 million sewage and wa- ter projecLs. "We are, at this point, absolutely nowhere, to be blunt," stated Ben- ner. He pointed to three problems which prevent Ontario Municipal Board approval of the projects at this time. Amending legislation for such projects is still awaiting provincial attention, but Bcnncr said M.P.P. Doug Reycraft has suggested a pri- vate member's bill for the Lucan projects could be passed within a 1 month.
