last Lucan meeting

held a last meeting before the mu-
nicipal election and the six candi-
dates vying for councillor's seats
were all present. '
Reeve Norm Steeper invited the
candidates to spark, but first offered
some words of praise for the coun--
cil of the last three years.
Steeper, acclaimed for the next
term, said council had been con-
fronted with deciding the future of
Lucan at a critical time.
"I think it's to your credit you
dealt with the issues and did not
back' off when the decisions were
difficult or unpopular," said Steep-
er.
All three councilloraid they
were prepared for the challenges of
seeking re-election. Bob Hodge
said he had few regrets about .the
past term.
"1 think council has attempted and
accomplished a lot for the good of
the village," he observed.
- Larry Hotson, a former council-
lor, said he was pleased to be run-
ning once more.
Tom McLaughlin explained he
was not running because of any dis-
satisfaction with the current 'coun-
cillors.
"I have no particular axe to grind,
I'm just interested in politics and
glad to bc running."
Don Edwards was also present and
spoke of his pleasure at joining the
electoral race.
Wraith presented a five-year capi-
tal works plan to council. The re-
port was prepared by village engi-
neer Don Pletch and lists a schedule
of projects and their „estimated
costs, such as the future reconstruc-
tion of Butler and Stanley Streets.
"I think the MTC likes to see
this kind of thing and know where
the money is going," said council-
lor Bryan Smith.
The council decided to leave ap-
proval of the plan Until after the
election. •
Town solicitor Robert Benner
told council of the current progress
on the SIO million sewage and wa-
ter projects.
• "We arc, at this point, absolutely
nowhere, to be blunt," stated. Ben-
ner. He. pointed to three problems
which prevent Ontario Municipal
Board approval of the projects at
this time.
•Amending legislation for such
projects is still awaiting provincial
attention, but Benner said M.P.P.
Doug Reycraft has suggested a pri-
vate member's bill for the Lucan
projects could be passed within a
month.
In addition, Benner said there is
.no ministry of the environment cer-
tificate of approval for either the
water or the sewage.
"We're waiting for the ministry of
the environment on both of them,"
said Benner, adding that all applica-

Benner also recommended council
pass sewer'and water rate bylaws, or
at least give them first and second
readings, to show commitment to
the OMB.
Council read bylaws to set sewer
taxes at S309.67 per year and water
at S249.17 per year. Both arc cal-
culated on a 10 -year period at 12
percent interest.
"The point of the fact is all these
figures may change anyway," noted
Steeper, saying the final bylaws
could not be passed until final cost
-figures were confirmed.
Steeper also wondered how apart-
ment building owners should be•
charged for water and sewage, sug-
gesting if rates were calculated on a
per unit basis the viability of
present and future apartment space
in Lucan could be crippled.
"I think it's an area we will have
to look at because of the impact on
some people," said Steeper, adding
that rent increases of four percent
would not cover increased costs.
Clerk Ed Melanson said the min-
istry of municipal affairs has been
recommending apartment units be
treated the same as houses in regard
to sewage and water rates.
Bylaw enforcement officer and
building official Karl MacNaughton
has resigned after eight years of vil-
lage service. His duties will bc
covered by the clerk until a replace-
ment can be hired. MacNaughton
is moving to Walton to open a ho-
tel.
At an in camera session after the
open council meeting Wraith, act-
ing as a private citizen, commended
the work of the Horticultural Socie-
ty and councillor Hodge for plant-
ing trees in the village. Wraith
hoped more ratepayers would be-
come involved in such a program
and presented S50 cheques to both
Hodge and the Society.
