Legislature
opens
The first Legislative. Session of the _34th Parliament resumed on
October 17, with a series of programs and policies, focused upon -the
continued protection and improvement of the quality of life in Onta-
rio. Government Delivers Swift Action on Task Force
Recommendations Dealing With Illegal Drug Use
Coinciding with the'opening of the Legislature, Liberbal MPP
Kett Black, chairman of the Task Force on Illegal Drug Use in Onta-
rio, presented his report to Premier Peterson. Mr. Black says illegal
drug use in Ontario is escalating in sire and scope.
The task force, established by Premier Petersen in August, was a
direct response to a recommendation of the coroner's jury which re-
viewed the accidental, drug-related death of Benji Hayward of Toron-
to.
Mr, Black says reduction on the use of illegal drugs must focus on
the concept of 'supply and demand', hut he adds that simply drawing
attention to either dimension is not enough, adding that the reduc-
tion in the illicit drug trade will only occur when demand for the
drugs is reduced. .
"Combating the use of illegal drugs," the Premier said, "is an is-
sue which the government views with the highest priority.- 1 will be
taking Mr. Black's report and recommendations to Cabinet this
week, to ensure that action can he initiated immediately."
Education Minister Chris Ward immediately responded to the
Black report, describing as "appropriate" six recommendations that
call for the school system to play a direct role in the fight against
drug abuse. "We need to form a common front against drug abuse,"
the Minister said.
Mr. Ward has already announced mandatory drug education in On-
tario schools to begin in the 1989-90 school year.
Ontario Covers Federal Underfunding in Apprentice-
ship System.
Recognizing the value of apprenticeship to Ontario's workforce,
Skills Development Minister Alvin Carling announced that the pro-
vincial government will add another S5 million to the apprenticeship
system to ensure that more than 5,000 apprentices receive their
scheduled in -classroom training.
Since 1944, the federal government has paid for in -classroom ap-
prenticeship training according to the demands of the market, while .
the province pays the cost of delivery of apprenticeship prograqis.
For the first time, however, the federal government has capped its
funding at S37 million while the provincc estimates that 542 mil-
lion is required for all apprentices to receive scheduled training.
Without the additional S5 million, approximately one in five ap-
prentices in the provincc would have had in -classroom training de-
ferred or relocated.
In making the announcement, Mr. Curling vowed to "vigorously
pursue" the federal government to recover the additional costs.
"The government of Ontario is not prepared to stand by and sec.the
apprenticeship system eroded by the federal government." Mr.
Curling said. "We cannot allow apprenticeship training --- which is
based on real labor market demands --- to be delayed."
Ambitious New Sports Program Puts Safety First
Enforcing the government's commitment to reducing sports -related -
injuries across the province, Tourism and Recreation Minister Hugh
O'Neil has announced a 51.76 million sports safety program.
The Ontario Sports Medicine and Safety Advisory Board (OSM-
SAB), appointed in April 1985 to study safety in amateur sports,
has estimated that 1:3 million injuries resulted from sport, fitness
and recreation activities in 1986 in Ontario, costing morc than S663
million in medical expenses and lost productivity.
"Figures like these. are not acceptable," said Mr. O'Neil in an-
nouncing the new sport safety initiatives.
The seven -point safety program includes the creation of an Adviso-
ry Committee on Sport, Fitness .and Recreation Salety. "The advi-
sory committee will play a key role in making sports, fitness and
recreation safer and therefore more enjoyable," Mr. O'Neil said. "It
will advise me on current issues, trends and requirements in the de-
velopment of safety programs and initiatives. The establishment of
the nine -member committee was a key recommendation in the final
report of the OSMSAB.
Mr. O'Neil said that the seven points of this ambitious program
have been built on co-operation and joint effort. "The government,
sport organizations and the puhlic must work hand-in-hand to make
Ontario safer," said the Minister.
Positive Step to a Healthier Ontario
"Health. It's a Great Feeling." That is the theme of the govern-
ment's Healthy Lifestyles Campaign, launched this week by Health
Minister Elinor Caplan.
The comprehensive, three-year Ilealthy Lifestyles Promotion Pro-
gram is aimed at encouraging people to stop smoking, moxicrite their
drinking, and adopt a more nutritious dict. The Ministry will spend
$1.5 million annually to fund the program which will include a
provincc-wide media campaign and practical support for community-
based programs and projects.
"The evidence exists," said Mrs. Caplan, "to denionstiate that life-
style habits such as smoking, excessive drinking and poor diet are
major factors in heart disease, stroke, cancer, respiratory disease and
accidents.
"The Healthy Lifestyles Program, with other related Ministry pro-
jects, has the potential to have a profound and positive impact on the
lifestyles and health of the people in Ontario."
Mrs. Caplan encouraged everyone to get involved and take the pro-
gram's message --- "Health. It's a great feeling" --- to heart.
