Integrating the handicapped
.EXI, l'ER.-.ln the spring of 1987
the document entitled "Challenges
andt Opportunities" •was introduced
by -the Ministry of Community and
Social Services.. This document
promised to have a great impact on .
the lives of all people who have
bce.n labelled as Developmentally
handicapped. It called for the closure
of institutions, the reduction .of
sheltered workshop placements and
placed a whole hearted emphasis on
_ - - community integration for people
who have been labelled. This docu-
mens clearly indicated that all alter-
natives would be explored and de:-
‘'eloped
oV'eloped to support.Iahelled people
and -stated that institutionalizaudin
.of children- would be an option of
the last resort. - .
Presently -approximately three and
a half mullion dollars per year
comes:into Huron County. to pro-
. vide services to people who have
been labelled as Developmentally
landicappedi. Those funds arc pri-
marily at1i inistered.by the three lo-
cal associations 'for Community
Living--(formerly associations for
the 1\1eittally..flandicapped). These
funds.are used to provide services
- ranging front in -horns support for
labelled children to fully integrated
supported employment. -
-To conform with the philosophy
.of Challenges and Opportunities the
Ministry of Community and Social
Services has directed that county-
isle planning cornmittees be
formed. The Planning Committees
Will be charged with the task of pri-
orizing the altdx:ation of funds com-
ing into the county to provide ser-
vices for labelled people. In:
particular, this group. will( be con-
cerned with seeing that any new
programs developed in Huron
County address needs which have
'been identified as a • concern by the
whole arca.. •
To allow this committee to accu-
rately reflect the concerns of la-
belled people in the county it must
-be consumer driven and its member-
ship must include consumers and
farnilies of consumers. This 12 per-
son committee will be comprised of
one Board member from each of the
Community Living Associations,
one representative from each of the
county's three people First Groups,
and the three Executive. Directors of
the Associations for Community
Living. A priority now is to find
presentation from the parents of la-
belled people from each of the three
areas in the county.
To this -end, -meetings will be
held in Exeter, Godcrich, and Wing -
ham for parents to meet, air their
concerns and appoint a representa---
tive from each arca to sit on the
Planning -Committee. Notification
of the meeting, times and locations
will appear in this and other local
newspapers. A contact number for
each arca is provided and parents of-
- labelled people arc urged to attend.

steal his ALF." .
