"Government has a respon-
sibility to promote the health
and vitality of amateur sport
by offering services and
resources," said Baetz. "But
government cannot do the job
alone. We rely on the help of
thousands of volunteers, and
the enthusiastic cooperation
of the private sector.•"

rates down
In response to Liberal Par-
ty pressure and questions in
the Legislature regarding
Tile Drainage Loans, we
welcome the announcement
of tine Minister of Agriculture
and Food, to reduce interest
rates on these loans from ten
percent to eight percent for
the coming year, commented
Huron Middlesex MPP Jack
Riddell this week.
"We are still concerned,
however, that the maximum
loan assistance is to be con-
tinued at 60 percent of the cost
of eligible installations. We, in
the Ontario Liberal Party,
have repeatedly pointed out to
the Government that this
level should be increased to 75
percent of the cost of the
drainage work," he added.
"Moreover, we believe that
the Government's invest-
ment, under this program, is
still about 40 percent less than
the demand and we hope that
in the upcoming Budget State-
ment funding for. this pro-
gram will be increased to $50
million per year."

Agree on
soybeans
The 1983 Soybean Agree-
ment covering the marketing
of soybeans during the period
September 1983 to August 31,
1984 has been signed, follow-
ing negotiations held between
the soybean processors,
dealers and growers.
The main features of the
Soybean Agreement under
discussion were pricing,
marketing, dealer handling
charges, drying charges and
grade disputes.
The pricing clause
establishing the minimum
priue based on the cost of im-
ported soybeans of equal
quality in Canadian funds re-
mains as in the past year. The
dealer handling charge for
receiving, cleaning and
handling soybeans during the
crop year is the same as in the
past year. Likewise there has
been no change in procedure
should there be a dispute bet-
ween the dealer and grower
as to grade and moisture. In
such disputes, the Canadian
Grain Commission Inspec-
tor's decision shall apply.
The only marked change in
the Agreement relates to the
drying charge which resulted
in a 5 percent increase in the
1983 crop year drying
icharges, to offset increased
energy costs.
The deferred pricing
marketing option to growers
was amended to clarify the
margin call • should soybeans
placed on the deferred pricing
option drop below the 75 per-
cent of cash value received by
the grower = a margin call is
required.
