He further noted that driving off road
vehicles on private property without per-
mission would be trespassing.
Scott Varley of Parks Ontario noted that
under the Provincial Parks and Conserva-
tion Reserves Act, ATV's are prohibited
within the boundaries of the Pinery Pro-
vincial Park. He further explained that
under Ministry of Natural Resources legis-
lature there are two major provisions to
protect a species or habitat on Crown land
and if work were to be done in protected
areas, a work permit would have to be
applied for through the Pinery. A report
from 2007 advised that the residents are
permitted to drive across Parkland on Pin-
ery' Lane to access cottages that are over
one kilometer from docking areas and also
have the "fragile eco system:' A legal opin-
ion was obtained by Ontario Parks in 2006
that no there was no restriction on the
means of ingress or egress along the right
of way, which is Pinery Lane. One resident
suggested to the Lakeshore Advance "there
is a huge difference between the million
people who visit the Pinery Park annually
and their sensitive eco system and East
Armstrong's 51 owners and visitors."
Kate Monk of the Ausable Rayfield
Conservation Authority advised that
under Section 29 of the Conservation
Authority Act, the Authority can specify
what activities are permitted on lands
belonging to the Conservation Authority
and noted that AI'V's are prohibited on
ARCA lands.

The Armstrong East
Committee met on Italy 19,
2013, made the following
resolution:
That the Armstrong East
Committee provides the fol-
lowing options for Council to
consider with respect to the
use of vehicles on Armstrong
East:
1. Consider dedicating the
Municipally owned roads on
Armstrong East to the Ausa-
ble Hayfield Conservation
Authority and/or
Parks Ontario for consistent
enforcement of rules; or
2. '1 hat a survey be conducted
to clearly delineate the
Municipal property on
Armstrong East; and/or
3. That Council authorize a
referendum vote for the
Armstrong East property
owners in September of
2013 to determine support
for the use. of Al'V's and/or
off road vehicles in the area,
with the results submitted
to Council for discussion
and resolution of the mat-
ter. Questions from the
public at this meeting were,, )

owners, asking "what steps
have been taken to deline-
ate the public lands and
noted that it was important
to have the property lines
clearly marked'"
Mickey Tanner asked for clari-
fication on the referendum
question proposed by the
Committee and Anita Malys
asked that Council consider
allowing vehicles on the island
as she and her sister cannot get
to their cottage otherwise (hie
to health problems.
At the August 1 meeting Jor-
dan Schmeltzer attempted to
get clarification regarding the
motion stating it may be void
of inibrlllittion and was asked
to send his questions to the
clerk.
A day at the fair

The smell of ribs and tho sound of music filled Bayfiotd's
agricultural park this past Friday, August 16, kicking off the
Bayfield Fall Fair with a new twist. The event was so popular,
vendors sold out of ribs not long after the contest was through.
In addition to Friday's rib and music fest, the annual Youth
Talent Search fielded a number of extremely talented young
dancers, singers and performers. The rib competition was
close, with Judges having to settle a tie In the contest between
six local eateries. The Little Inn took top spot, while the Black
Dog and Albion Hotel took second and third respectively.
It was the hardest job at the fair, but someone had to do it.
