Referendum vote suggested for Armstrong East

Although everyone who lives
on the island called Armstrong
East in Port Franks has a right to
cottage in this unique picturesque
setting, there should not he access
issues. '1'h is location was set up
as a planned subdivision, which
has 51 lot owners with roads and
road allowances that provide a
legal access to their property, the
same as any other subdivision. As
Gsshown in the photo- some cot -
ages are close to the docks while
others are a kilometer or more
from that waterway. The only way
to access these cottages is via
water. Lainbton Shores council
has agreed to have the residents
vote to determine support or not
for the use of ATV's and/or off
road vehicles in the area.
There is vehicle access permitted
on the two parcels of land abutting
East Armstrong. The west side of
the island (Chicken Island) and the
Pinery Park.
There have been countless
meetings for decades as two
groups of people who live there
differ in opinion as to what
motorized vehicles should be
permitted on this 'environmental
sensitive land." Some say if you
can't access by foot "you should
not be at the cottage." It is not just
a matter of the property owners
but the Ausable Bayfield Conser-
vation Authority lays some claim
as does the Pinery Park and the
municipality. However, says one
of many correspondences to
council, ':.. these efforts, consist-
ing of notices, warnings and face-
to-face encounters, have

unfortunately proved totally inef-
fective in the absence of any fol-
low-up enforcement measures:'
Because of the ongoing conflict
that has resulted in neighbour
against neighbour a few cottagers
have sold their properties and
some just minitnize their use.

As part of the review of the status
of the "roads" on Armstrong East,
S/Sergeant Younan and Sergeant
Uougan of the Ontario Provincial
Police presented a PowerPoint on
the 1 iighway Traffic Act and the
provincial laws/regulations under
the legislation regarding A1'V's and
off mad vehicles.
"Roads" on Armstrong East, are
considered "roads" under the
Municipal Act; however do not
meet the criteria for a "highway"
under the Highway Traffic Act. S/
