Ile said staff is not com- municating the correct informa- tion. Itis concerns stemmed from the request of Merrywoods subdivision asking for a cross- walk from their east side to the west side at the Rotary Trail. Council was told the Ministry would not allow this. Speake said he spoke to the Ministry and they said it was okay. At the May 2 meeting council agreed to (10 a cross walk at Oak Street near Tim 1 lortons and one at No Frills and a sidewalk from Mer- rywood to No brills. Speake said the sidewalk is a waste of taxpayer dollars because that is not what they asked for. Ile said they asked for a safe passage and if there are provincial issues the council should be fighting their cause. Weber took offense to the speaker "throwing staff under the bus." Maguire explained that Brent Kittmer, director of Com- munity Services is an engineer and stated a crosswalk at this location was dangerous. Kittmer told the Lakeshore Advance," 1 don't believe council was mislead." Ile said he provided council with the information directly from the ht'1'O book that governs cross- walks. "The information that I provided throughout the proc- ess is as follows: the safest style of crosswalk is a fully signalized crosswalk with traffic lights. 'l'o install one of these the M'l'O requires it warrant review be completed, of which one of the criteria is that a location planned for it crosswalk requires to have a minimum of 200 pedestrians per day waiting to cross for 8 seconds or more. '1'0 be approved the M'I'O reviews the warrant criteria and the design. I stated that it was my opinion that the location does not sleet the pedestrian war- rant, and as such a fully signal- ized crosswalk would not be approved:' Ile said through the process they also informed Council that when warrant criteria cannot be islet, the M'1'O allows a munici- pality to install pedestrian cross overs (a PXO, the orange signs with a Targe X) by way of by-law without a warrant review. "'Ibis is the style we are installing at Oak Street and No brills." At the last council sleeting Kittmer informed council that he rec- ommended against installing this type at the Merrywoods location as a "PXO does not pro- vide the maximum amount of safety, and it's my concern that drivers may fail to stop at the Merrywoods location as their speeds are typically above the limit and a PXO does not stand out as well." Staff recommended a sidewalk first as a safe means of conveying pedestrians towards downtown so that they can cross at a safer location. If the pedestrian traffic increases at the location he next stet) is a warrant review, then an appli- cation for fully signalized crosswalks. FAX Cam Ivey asked about the roughly 7% increase in taxe rev- enues (2.5 in tax rate and 5% assessment) asking how much more in dollars the municipality was spending in 2013 over 2012.
