Bluewater's IWT building permit fee challenged

Bluewater will have to defend
its industrial wind turbine build-
ing permit fee bylaw.
Last week, the municipality of
Bluewater received notification
that Next Era and Northland
Power are challenging the
municipality's industrial wind
turbine building permit fee.
Bluewater's Chief Administrative
Officer, Steve McAuley, said in a
phone interview, the municipality
was given notice of an application
to quash the municipality's bylaw,
which was passed earlier this year.
The bylaw set the building per-
mit fee at $14,000 plus another
$420,000 in securities for decom-
missioning, health affects and
legal fees. The application comes
from the lawyers for all three
wind projects proposed for the
municipality. Representing Next
Era and Northland Power are
Torys LLP from Toronto and Bor-
den Ladner and Gervais also of
Toronto.
McAuley said the application
is "brief and vague" and was
passed on to Eric Gillespie, the
lawyer the municipality hired to
draft the bylaw.
McAuley expects more
information wilI be exchanged
before the preliminary hearing
date of April 23.
"Iron) what 1 understand,
there is no intent for anything to
be presented at that meeting. It's
just to set another time for the
full hearing," said McAuley add-
ing, he expects the hearing to be
set for this summer.
"'Phis is no surprise. Next Era
was fairly clear when we passed
the bylaw that they had issues
with it. So we will go through the
process to defend our bylaw."
Bluewater has three projects
proposed for the municipality. Next
Era's Bluewater project proposes 37
turbines for 60 megawatts of
generation and their Goshen project,
which is. located in both Bluewater
and South Huron proposes 63 tur-
bines generating 102 megawatts.
Northland Power's Grand Bend
project is located north of Grand
Bend in the both Bluewater and
South Huron and proposes 48 tur-
bines for 100 megawatts of
generation.

bills more affordable for
families and to lower
costs for job creating

McNaughton. "With hydro rates set to rise
another three to seven percent, I must ask,
why are the Liberals and the NDP against
bringing energy costs under control?"
Last week, the Ontario Energy Board
announced, effective May 1st that smart
meter pricing is set to increase by three to
seven percent. Off-peak rates will go up
0.4 cent to 6.7 cents per kilowatt hour.
Mid -peak rates will go up 0.5 cents to 10.4
cents per kilowatt hour, Peak rates will
increase 0.6 cents to 12.4 cents per kilo-
watt hour.
"It's a lot of money considering electric-
ity rates were a fraction of that (4 cents/
KWh) a few years ago. And, certainly hard
to swallow considering the increase is due
to the McGuinty-Wynne Liberals paying
rich subsidies to foreign wind and solar
producers for power that we don't need
and later have to pay other jurisdictions to
take," said McNaughton.
Wind and solar energy in Ontario is
inefficient and expensive. The Liberals
green energy scheme is increasing hydro
bills, costing Jobs and hurting Ontario.
"High energy prices are hurting families
and costing jobs. Only the Ontario PCs are
committed to cancelling expensive wind
and solar subsidies and restoring local
control over renewable energy projects,"
said McNaughton. "If you believe Ontario
is on the wrong track, with unaffordable
energy that costs up jobs and money -
there is only one choice, Titre Hudak and
the Ontario PC Party'
Thompson's bill was defeated 40-33,
with the Liberals and the NDP joining
forces to defeat it.
