Staff rows the boat, consultant tells Lambton Shores council

"Council sets the course and
steers, staff row the boat." That was
one of the messages during an edu-
cation process for Lambton Shores
council and staff in 'Medford last
week.
"You decide what services are
going to be provided and staff deter-
mines how to provide those serv-
ices." Consultant Nigel Bellchamber
explained.
This consultant has worked his
way from CAO in two counties,
treasurer and finance commissioner
in London Ontario, He has been
a clerk and a chief librarian and
spent ten years with the Ministry
of Municipal Affairs. Bellchamber
has consulted since 2002 and has
conducted hundreds of municipal
councilor and staff training sessions.
He was hired with a S23,000 price
tag to determine what qualities are
needed for the position left vacant
when council dismissed John Byrne
late last year.
The half-day training session last
week came from a motion made by
councilor Lorie Scott at the March
18th meeting that the Acting
C.A.O. Janet Ferguson schedule
an education and training session
for Council. She suggested at that
inn
time it be held as soon as possi-
ble at Wilder Station and it be a
closed meeting.
