Sewage Board wants to get •going on sewer plant

Ile said when they submitted the
scope change to Build Canada in
December, as required, it was going
to be a one month turn around
time. Now, almost four months the
municipalities don't know if the
$14.9 million in funding is coming.
The controversial plant was
scaled down last summer. It had
already gone through an Environ-
mental Assessment, but because
the size of the plant changed, retort'
public input was sought.

Part 11 objections regarding the
scaled down scope and Kintner
says none of the orders have been
rescinded to date, and they are still
waiting for the MOE to make a
decision regarding the validity of
the requests. At last week's meeting
Lambton Shores mayor Bill Weber
made a motion at last week's Board
meeting to send correspondence to
Industry Canada expressing their
concern. The Ministry of the Envi-
ronment has been reviewing the
concerns since November. The
Master Plan for this project was
completed in 2006 and the govern-
ment grants announcement for
Bluewater, l,ambton Shores and
South Ilium was made in 2009.
"l.amhton Shores, as the admin-
istering municipality, be directed
to send correspondence to Indus-
try Canada and the Ministry of
Environment expressing the Joint
Board's concern with the delay in
providing a decision regarding the
Build Canada Funding scope
change and Part II orders respec-
tively and the impact to the project
schedule; and further that a meet-
ing be requested with the Federal
Minister of Industry and the pro-
vincial Minister of the Environment
to discuss these concerns." The
Hoard agreed to the motion with
the addition of the mayors and
CAOs being the people to go to the
meeting.
Weber also trade a motion that
they send out Request for Propos-
als (RFP) for the engineering final
design and contract administration
for the STP but withdrew when
South 1 luron deputy Jim Dietrich
said although he could see why
Weber wanted to keep the process
moving, they had better wait until
they got everything in place. Rob-
ertson agreed saying, "Let's get all
our ducks In a row and do it right."
"They agreed they needed to get the
shovel in the ground and move
along as fast as they can.
Kittmer told the Lakeshore
Advance that Stantec had esti-
mated a 9-12 month design for the
plant, followed by an 18-24 month
construction period. "Based on this
schedule 1 think we are best served
by having an engineering first
selected by the end of June."

Rice Development could have the
capacity needed to carry on. As
backgrokmd, I.atnbton Shores sen-
ior Planner Patti Richardson stated,
"Currently Council has allocated 60
any to this development. McCann
assigns approximately 30 in3 of the
allocated Rice capacity to the apart-
ment building currently under con-
struction. Rice has serviced 15 sin-
gle detached dwelling Tots and a
26 -unit townhouse block. They are
currently proposing to revise the
townhouse block to reduce the
number of townhouse units to 14
and would like to construct another
apartment building with 50 dwell-
ing units. Further, with respect to
their commercial block, they are in
discussions with a number of com-
mercial tenants and are requesting
the sewage capacity be allocated to
their commercial lands. Finally,
there are 6 single detached dwell-
ing lots in the registered portion of
the Rice Development, which they
would also like capacity for. "

She said since the transfer order for
the existing Grand Bend Sewage Treat-
ment Facility assigns the power to
approve capacity requests to the Joint
Sewage Board. The Joint Board can allo-
cate and reallocate capacity.
The Board said there is 172.2 m3 in
the lagoons. "'Ihe specific allocations in
the current lagoon facility remain con-
tested. ...Staff are recommending the
historic dispute be set aside by South
1 luron and I.lunbton Shores at this point
in time in favour of expanding the exist-
ing lagoon facility and for the general
benefit of the entire system." The Board
voted to give Rice the needed capacity.
LOOKING BACK
The lagoon was created in 1979 for
(rand Bend and because of need
Stephen Township asked for it to be
expanded. The lagoons drain into the
Shipka Drain that feeds the Parkhill
Creek, which takes the water to Lake
Ilium south of the pier. It was not unu-
sual for lagoons to he placed outside
communities, in other townships. The
land was once a 100- acre farm. The
lagoon was designed and constructed
by the province.
Over time, various developments
were added because of septic system
deficiencies, the Motorplex, the Play-
house, the POG, and then when its sep-
tic system failed, the Oakwood resort. 1t
was managed originally by the two
municipalities (Grand Bend and
Stephen), and then it added Bosanquet,
to discuss things jointly in common.
After amalgamation they went back to a
Bi -Municipal and then added Hluewater
in 2006 and officially became Tri -
Municipal in 2009 on a motion moved
by the South Huron's George
Robertson.
The funding (Build Canada since
2009) in the amount of approximately
$15.9M ($14.9M two-thirds Canada
Build Canada Funding, $1M Green
Municipal Funding Grant and $10M low
interest loan) has been awarded for this
project and is required to he expended
prior to March 2016. -Ihe goal of the 200(11
Master Plan was to identify a long -terns,
environmentally and economically sus-
tainable servicing scheme to meet the
servicing needs of existing and future
development over the next 20 years.
