Skelding. e Alcohol and Gaming Commission of Ontario (AGCO) brought in new wording and new rules around private event special occasion permits in July 2012. A private event special occa- sion permit is required for a buck and doe at a facility like the Mitchell & District Arena and Community Centre, which doesn't have its own permanent liquor license. The rules for a private event special occasion per- mit don't allow organizers to profit off alcohol sales such as a cash bar. Raffles and other games of chance are also not allowed. Because the event is pri- vate, similar to a wedding, organizers may invite spe- cific people, but are not allowed to advertise the event to the general public. After years of people advertising "buck and does" in newspapers and other media, raffling off prizes and using a cash bar to raise money for the bride and groom, the new rules and the increased enforcement expected this summer is piing some confusion and 'ger, said West Perth facili- ties n)anager Rick Vivian. "People think these are our arena rules or Rick Viv- ian rules. These rules are coining from the AGCO," said Vivian. There are 13 buck and does scheduled for the Mitchell & District Arena and Commu- nity Centre this year. Vivian told West Perth council last Dec. 17 that rule enforcement around buck and does will increase this summer and that OPP involvement with the events will change. Skelding declined to share specifics, saying that more concrete information will be available once the OPP, municipal CAOs and AGC() representatives meet later this month. Vivian's suggestion to West Perth council in December was to consider a permanent liquor license for the Mitchell & District Arena and Com- munity Centre, Keterson Park and possibly Dublin Hall. lie said the move would mean organizers would not have to get a private event special occasion permit. The municipality would supply bartenders and alcohol and could come up with a way to share any profit with organizers. Permanent liquor licenses are already held by area facil- ities in Brodhagen, Monkton, Seaforth and Exeter.
