ing along, and they will let us
know when they come ftp
with a final decision say
those who make the
decisions.
At the January 14th meet-
ing, Brent Kittmer, Director
of Community Services gave
an date respecting the sta-
tt rt 11 orders received as
a h. +tilt of the ESR adden-
dum undertaken for the
Grand Bend sewage treat-
ment facility project, and the
status of the BCF funding
scope change application.
PART 11 ORDERS
The public consultation
period for the ESR adden-
dum ended on November 26,
2012. The MOE has con-
firmed that two letters were
sent to the MOE in support
of the proposed design and
implementation changes
recommended for the
project, and 16 Part 11 order
requests were submitted. Fif-
teen of the Part 11 orders are
applicable to Lambton
Shores, and one has been
withdrawn leaving 14 open.
South Huron and Lambton
Shores have decided to deal
with the Part 11 orders that
deal with each municipality
separately so that resident's
personal information is
protected.
The Part II order process is
administered by the MOE,
and the municipality partici-
pates by providing informa-
t to defend itself against
ubmitted requests. The
1.)1 cess for following up with
these requests is typically
that the MOE will ask that
the proponents meet with
the individual requestors to
determine if their concerns
can be satisfied before for-
mal MOE intervention is
required, and if not then pro-
vide additional information
to the MOE technical staff so
that they can formally evalu-
ate the validity of the
requests.
Stantec and Municipal
staff met with the Lambton
Shores requestors on Decem-
ber 3rd and 4th in an attempt
to provide additional infor-
mation on the project, and
have the Part 11 orders with-
drawn. At this point in time
none of the requests have
been rescinded.
As a result, the MOI has
provided Lambton Shores
the following direction: "At
this point 111 time, if the
requests are not rescinded
then the formal review is
undertaken by the ministry.
The municipalities, as wen
as the requesters will he
notified once the minister
makes his decision. Having
said that, the project
cannot be Undertaken
until a decision is rendered
by the minister. it is encour-
aged that ongoing meetings/
consultation between the
municipalities and the
requesters continue to take
place to resolve any out-
standing issues while the
minister's review is taking

As above, the Part 11 order
process has moved to the
formal review stage by the
MOI:. As a part of this proc-
ess the Municipality is
required to submit addi-
tional project information to
the MOE for technical
review using the MOE's
standardized reporting for-
mat for the process. Each of
the partner municipality's is
responsible for submitting
the information necessary
as they apply to the Part 11
orders submitted by their
residents. Lambton Shores'
staff is in the process of
drafting the necessary docu-
mentation, and it is antici-
pated that a submission will
be made by January 18,
2013. The MOE has not pro-
vided a timeline for the
completion of their review.
At this point in time there is
no further action required of
municipal Council.
BCF FUNDING SCOPE
CHANGE APPLICATION
I,iunhton Shores submit-
ted the BCF funding scope
change application on Octo-
ber 4, 2012 on behalf of the
partner municipalities and
the Joint Board of manage-
ment. Kittmer said at this
point in time there is very
little to report regarding the
status of the application. The
BCF project analyst has fol-
lowed tip with staff to clarify
questions related to our sub-
mission, but there has been
110 indication of when a
decision will be trade. Staff
has inquired numerous
(lines to agency staff regard-
ing a timeline for a decision,
and the following responses

ity once a final decision has

request to speak with a Min-

Infrastructure.
