Parking meeting positive, thoughtful dialogue

The age-old issue of parking in
(;rand Bend came to a series of round
table meetings last week, hosted by
jthe Grand Rend and Area Chamber of
.t ,:oinnierce.
Tables were set up so people could
discuss the issues and solutions. Dur-
ing the day Latllbton Shores mayor
Rill Weber, deputy mayor Elizabeth
Davis-Dagg and councilors Dave
Maguire, Doug lonesteel, Lurie Scott,
Rut h Illman and Doug Cook each
attended one of the round tables.
Councilors Martin Underwood and
John Russell did respond with
regrets.
In a handout to attendees, it stated,
"Each hot summer day sees our vil-
lage filled to overflowing with visitors
to the beach. Each weekend day sees
traffic backed up south on highway
21. Parking is at a premium as most
municipal lots are filled early, and
excess vehicles park wherever they
can." 'Ihis included, says the informa-
tion on private property, on roadsides
and on commercial space normally
reserved for retail customers.
"Each of the above issues reduces a
visitors enjoyment of our town, as
well as building resentment towards
these visitors by the people being neg-
atively affected," said the organizers.
The Chamber hoped this round
table could serve to isolate some of
the problem areas and fund solutions
or at least suggest solutions for the
proper institutions to study.
Areas of discussion included traffic
control, parking, shuttle and signage.
'Ihe organizers said of these subjects
has a different set of solutions in dif-
ferent parts of the village and encour-
aged those in attendance to open the
dialogue to encompass the whole
realm of deeds and concerns.

Glen Baillie said he thought the meet-
ing went very well. Misses( were posi-
tive, thoughtful contributions from
people in the community. Lots of
ideas, with a huge range of interests
coinciding, like how to park overnight
•lith permission."
Ile said in next steps, the Chamber
will semi a draft version of the notes
to all and then a summary and report
with at set of recommendations for the
municipality to consider.
Beach lots
As it stands now the gross parking
Hueter revenue in 2010 was $506,183.84.
That does not include revenue from
tickets. Parking 'Ticket revenue
amounted to around $82,400.00
(municipal wide, but primarily (;rand
Bend)
These moneys are used to partially
offset by-law enforcement costs that
anunuted to $209,916.51, so there is no
"profit" from parking enforcement.
Parking Meters related to the beach
are used to offset operating costs on the
beach, which includes beach grooming
and maintenance, lifeguards, beach
house and other related costs including
the financing of the Reach Enhance-
ment itself, the purchase of the 1 Leavy
Parking Lot (enhancement and !Leavy
Lot, approximately $370,000.00
annually).
The Parking Meter revenues from the
meters on Main St. were used to offset
the cost of purchasing the meters in the
first place and to offset some of the out-
standing capital cost of the Main St.
revitalization.
How many spots?
Since amalgamation, lots that have
been added included the Gill Road
Parking Lot -29 spaces, the Ontario St.
S. Parking lot -31 spaces, and the Condo
(Ileavy) lot -140 spaces. There was the
loss of some spaces on Main St.
The free Parking is available at the
Gill Road and Legion lot; River Road is
also free except for those spaces that
have permits.
In effect
Parking on Main Street Grand Bend
is free after 6:00pm and before 10:004101
each day. From 10:001101 to 6:O0pnn
parking rates are $2.00/hour, for a max-
imum 11111 ' allotment of 2 hours. For a
quick stop at one of the local stores,
parking time can he purchased its incre-
ments of less than 2 hours, at a rate of
$0.50 for 15 minutes. Main Street park-
ing is in effect from May 15 to Sept 15111
the lots, at the end of the season, the
meters are either bagged or removed
therefore, no fee for parking
The 10.00 overnight permits are
obtained from the By-law officers at
their office its the police station. 'these
are for specific Tots. In the summer
month's property owners who use the
municipal streets to park overnight are
required at $25.00 permit for the season
Discussing parking solutions
to a maximum of two per owner. Over-
night parking, without a resident's per-
mit, is not allowed on i.anlbton Shores
streets from between the hours of 2:00
41.01. and 6:00 a.m. all year. During the
winter months this ensures we can
completely clear streets of snow.
