THOUSANDS OUT OF WORK.
For almost the first time since Can-
ada was rehabilitated in 1897 by the
Fielding tariff and the wise admini-
stration of the Laurier government,
Canada is now suffering owing to a
serious business crisis, with consequent
lack of employment. In Toronto it is
stated that at a conservative estimate
there are 15,000 men walking the city
streets in search of employment, while
this timber is being considerably in-
creased, no less than 2,600 men having
lost their jobs between December 20th
and the New Year. So serious has the
situation become that tbe city council

has had to take cognizance of it and
Civic works are being arranged in the
hope of furnishing employment for
these men. There is a Homeric justice
in the fact that Tory Toronto is one of
the worst sufferers from Tory inis-govs
eminent.
At Winnipeg it is reported that be-
tween 3,000 and 5,000 men are out of
work, while their number is being eon-
stantly increased.
At Regina, Saskatchewan, the posi-
tion has become so acute that the un-
employed have threatened violence in
the hope of attracting attention to their
misery. The police found it so difficult
to cope with the situation that prepar-
ations were made to bring out the
militia and put the city under martial
law in case of emergency.
In Montreal every charitable institu-
tion is taxed beyond its limits, and at
several points "bread lines" have been
established with such effect that men
whose only !misfortune was that they
had no work to do gathered at midnight
to wait hours in the cold for their dole
of bread and coffee.
From every part of Canada come re-
ports of hard times, retrenchment and
lack of employment. It is impossible
not to contrast these conditions with
those which prevailed during the fifteen
years of Liberal administration and
during tht. first year of the present
Government.
It is impossible to argue that the me-
thods of the present extravagant oppor
tunist Government have nothing to do
with this state of affairs, so disastrous
to a young and prosperous country,
such as Canada. During the Laurier
administration national expenditures
were kept down within reason tble lim-
its while proper care was taken to
spend whatever money was necessary
on national development and the tariff
was judiciously revised in order to meet
conditions as they arose. Prosperity
was the national result.
Under two years of Conservative
Government the edifice of national pros-
perity raised during fifteen years of
sane Liberal administration has been
crumbled, taxes have been increased,
expenditures have doubled and rnore
than doubled. Extravagance, and cor-
ruption have been in evidence on every
hand and now the inevitable result has
followed. Canada's credit abroad has
snffered, her trade has fallen off, her
debt has increased, the national income
is falling and the financial stringency is
such as will make the present winter
memorable to many as the worst they
have had to endure since 1896.
Providence helps those who help them-
selves. Under Liberal administration
Canada was really governed, and the
statesmen who supported Sir Wilfrid
Laurier moulded their actions to meet
situations as they arose. Under the
coalition group of opportunists behind
Mr. Borden the reverse has been the
case, and even now that Parliament is
again assembling, the Government is
so tightly in the grip of the highly pro-
tected interests that not the slightest
move is indicated towards the lowering
of the tariff on food or any serious effort
to cope with the high cost of living and
the lack of employment.
The Burdens of Age.

Bank of Hamilton Declared Twelve Per
Cent. -Savings Deposits Growing,

Manager.
The declaration of the biggest annual
dividend in the h:story of the bank
featured at the 42nd annual meeting of
the I3ank of Hamilton held in Hamilton
last week. Of the year's profits,
amounting to 3749,411.26, the sum of
$360,000 was distributed as a 12 per
cent. dividend. The balance remaining
to the credit of profit and loss is $151,-
131,75, $100,000 having been carried to
the reserve fund, the same amount
entered nnder the head of depreciation
of securities, and $34,529,51 transferred
to the pension fund.
The resignation of General Manager
Turnbull was amounted and Senator
Gibson made reference to the faithful
serviee rendered the bank durieg a
quarter century by Mr. Turnbull. He
will be succeeded in arise by J. F. Bell,
who has for the past two years been
assistant general manager.
The retiring general manager second-
ed the adoption of the annual report.
The general condition of business in
Canada was due, he said, to a period of
too great prosperity, Which has results
ed in extravagant living and the strain-
ing of capital resources. Owing to the
foresight of the bank e in applying the
brake, and the excellent erops vvhich
had been harvetted from One end Of the
country tO the other, the situation had
bean fairly met.

Mr. D. B. Calbick, formerly of this
town, but lately a traveller for the
Goderich Organ Company, is about to
start a book and stationery business in
Goderich.
Messrs. R. C. Sperling and Wm.
Holmes, Reeve and Deputy-Reove, re-
spectfully, are in Goderich lsb; wtek
attending the mating ng the County
Council.
The license commissioners recently ap-
pointed for the county are as follows:
East Huron -Thomas Gibson, George
Fortune, George Mundie. South Huron
-Robert Spicer, Peter Douglas, John
Weir. West Huron - Samuel Sloan,
James Stevens, Hugh McQuarrie.

Mr. John Murray, of Seaforth, was
visiting friends in town a couple of days
during the past week.
Mr. Ross, of Strathroy, was visiting
his brother-in-law, Dr Kennedy, for
the past couple of weeks, returning
, home on Tuesday,
Crown Attorney Lewis' Government
returns for the six months ending Dec.
31st, 1893, show 12 cases tried at the
County Judge's Criminal court, result-
ing in 11 convictions and one discharge.
The crimes consisted of 5 larcenies, 4
burglaries and house breaking, 1 inde-
cent assault, 1 personation and one false ,
pretence. The sentences were all ex-
cept one to the Provincial Penitentiary, 1
ranging from 2 to 7 years.
The Bishop of Huron held confirmation!
services at St. Paul's Church, Wingham,
on Wednesday evening of last week.
The Rev. Mr. Wood presented twenty-
six candidates for confirmation.
Dr. Macdonald, M. P., will delivsr a
lecture in the Presbyterian church,
Wingham, on Monday evening, Feb-
ruary 5th, on the "World's Fair."
Mr. John Watt, sr., who has been ill
for some time, is riot recovering as
rapidly as his friends would wish.
Mr. John Ritchie has been confined'
to his bed for the past few days, and
his case is considered quite critical.
A special meeting of the Bruce Pres-
bytery will be held at Paisley, on Thurs-
day next, to consider the call extended
from the Wingham Presbyterian con-
gregation to the Rev. D. Perri*', of
Chesley.
The annual congregational meeting of
the Wingham Presbyterian congreg-
ation was held in the lecture room of
the church, on Monday evening, Jan,
22nd. The total receipts for the year,
including a balance of $117,25 from 1892,
amount to $2114.00, `ehich, ith the

On Monday last, Mr. John A. Mc-
Ewen, of the 1st line, passed away,
after an illnesss of about ten days, in
his 68th year. About two weeks prior
to his death, the deceased contracted a
severe cold, which developed into double
pneumonia, and he seccumbed as stated
notwithstanding the best medical at-
tention and most careful nursing. The
deceased was one. of the early settlers
in the north part of this township, com-
ing here from the township of Stanley.
He was a staunch L'beral, and always
kept himself well posted on the questions
of the day. When the Patrons of In-
dustry were introduced in this part of
Huron county he took an active interest
in Order, and for a time held the posi-
tion of county organizer.
