New fire hall construction to start by October

Construction of the
new Lucknow and
District Fire Hall could
be started anytime after
Oct. 5 as tenders for the
building contract are
being received by the
Township of Ashfield-
Colborne-Wawanosh
until 1 p.m. on Sept. 15.
The proposed site is
located at the westerly
end of Lucknow on
County Road 86
The outside front of
the building will have
three bays doors for
vehicles to enter and exit
and the main floor will
be able to hold up to six
fire and safety vehicles.
Construction of the
proposed 8,000 square
foot fire hall will include
an apparatus floor and
ancilary office space, as
well as a kitchen, meet-
ing/training room, vari-
ous offices, dispatch,
washrooms, storage
areas, etc.
The construction is to
be wood frame with a
concrete foundation. It
will also have slab -on -
grade and steel cladding.
Chair of the Lucknow
and District Fire Board
Neil Rintoul said the
land deal is complete
with Gordon T.
Montgomery Ltd. Now
the tenders have to be
'chosen and then the con-
struction can begin.
Rintoul is excited for
the work to begin
because he believes it
will be a good thing for
the village of Lucknow.
"I think Lucknow will
be really proud of the
new fire hall," said
Rintoul. "It will look
great and it's in a really
good location to respond •
to calls."

this year's Lucknow Fall Fair being held September 18 to 20.
The plans will be on display in the Lucknow & District Sports
Complex for viewing by the public. A public meeting will follow on
September 23, at 7:30 p.m. at . the Lucknow & District Sports
Complex where comments from the public will be welcome.

The objective of the
drain is to provide the
Elphicks with an
improved age out-
let for their back yard.
At the tribunal the
Elphicks testifiedthey
have experienced a
• drainage problem in
their back yard for the 13
years they have lived
there. They testified the
problem was mostly a
subsurface water prob-
lem. The area needing
drainage in their back
yard stays spongy.. ' In
their home they have a
sump pump that runs
often to take away water
that infiltrates. the foun-
dations. Occasionally
e resolve
they also have standing
waterr on the surface of
the spongy back yard
area.
Kuntze's evidence,
based on several site
examinations by himself
at various titres of the
year (January; April and
August), was that there
was a drainage problem
in the Elphick's back
yard.
The appellants did
produce a photograph
taken from Hare's back
yard showing • the
Elphicks' back yard area
on Jan. 9, 2008 follow-
ing a significant thaw.
That photograph doesn't
show any surface water
in the Elphick back yard.
The Elphicks produced
their: own photograph,
taken a day or .two earli-
er that ' shows, . surface
water in the Elphick
back yard.
The tribunal's deci-
sion,
as recorded in the
O website
states, "It was clear from
the evidence of Gammie,
Johnston, Hare and
Sharpin that they were
all suspicious of the
Drainage Act process.
None of them felt they
would receive any bene-
fit from the drain. The
evidence was the
Elphick& use of the
Drainage Act was: poi-
soning neighbourhood
relations; had cost them
thousands of dollars;
and, the outcome of the
• might open the
floodgates to others in
the Lucknow area who
might turn to the
Drainage Act to resolve
drainage issues."
Johnston suggested
that the Drainage Act
process started by the
Elphick drainage peti-
tion ' had cost the appel-
lants thousands of dol-
lars and at the •council
meeting pointed out that
he vabuld take up litiga-
tion. Now that the appeal
process has been
exhausted by the appel-
lants they either have to
choose to go through
with the current cost of
the drain, which is at
$12,693.42, or seek legal
counsel.
