increase from last

Rising cost of
programs is the
reason for the
increase, county
councillors were
told. The - Healthy
Babies and tobacco
control programs

more funding to
keep up ' with

A bitter strike by

staff and tense
negotiations with
nurses kept the
Health Unit in the
headline§ Over the
past year. More
controversy erupt-
ed when layoffs hit

equivalent nurses.
