Debate continues over `new' versus `used' fire. tankers

The "new" versus "used" debate
continued to rage on as Huron East
again discussed the need for a new
fire tanker at its May 19 council
meeting.
Councillors had been waiting for
a cost analysis offering examples
of prices for used fire tankers from
Huron East Fire
Chief Marty Be-
dard but were
not satisfied
with the report
he presented.
"I'm still wait-
ing for the fig-
ures to actually
show us what's
out there," said
Grey Coun. Al-
vin McLellan.
"There's no re-
search here - I
could sit on the
Internet for 10
minutes and get
more forma-
tion."

he expected a used tanker would
cost, the new tanker would last 20
years and cost Huron East $10,000 a
year.
He added that a 10 -year-old used
tanker, when the municipality had
paid the added expenses of mak-
ing sure the tanker met standards,
would cost between $7,500 to $10,000
for the next 10 years.
"To be. honest, I think $75,000 is on
the low end," said Bedard, when es-
timating the cost of a used fire tank-
er.
Bedard argued against any ideas
about using old fuel or milk tank-
ers converted for use by the fire de-
partment, saying that milk tankers
.have no baffles and that fuel tankers
"may have limited baffles, but not
enough to control water during the
rigorous conditions of an emergency
response."
He said other deficiencies of used
tankers include an inadequate brak-
ing system, slow pick-up and accel-
eration, a structurally weakened
chassis and pump wear.
"It is my feeling that the liability
and safety risks are very high when
you purchase any used vehicles espe-
cially if not designed for emergency
response," said Bedard in his report.
Deputy -Mayor Bernie MacLellan
said that using Bedard's arguments
would stop the municipality from
keeping any vehicle for longer than
five years.

with our vehicles so that's not a val-
id argument," he said, adding that if
a vehicle can be safetied, its brakes
must be in working order.
"And, I'm not sure how fast we
want to get from zero to 60 in a tank-
er," MacLellan added.
Bedard said owning a- new vehi-
cle would allow the municipality to
know its history.
"When you buy a used truck, you
don't know what it's gone through,"
he said.
Tuckersmith Coun. Larry McGrath
said he is still . okay with spending
$75,000 on a used tanker, a sugges-
tion he made during council's budget
discussions. -
"Most fire apparatus doesn't drive
very far and have you ever gotten
halfway to a fire and didn't make it,"
he said.
Bedard responded that while . Hu-
ron East's trucks don't go out on calls
very often, some fire departments go
out four to five times a day.
Seaforth .Coun. Bob Fisher asked if
in that case, there would be hydrants
to use, not tankers,
While McGrath asked for a record-
ed vote, MacLellan moved to table
the motion until council's next meet-
ing adding that council still hasn't
received the information it needs to
make the decision.
"It's premature to vote on this. If
there's something (used) out there,
council has a right to see it," he
said.
