is calling the Liberal party's March
26 budget a good -news one, though
she is quick to acknowledge it re-
quires further explanation.
Indeed, Mitchell's constituency 'of-
fices
ffices are in the process of mailing out
householders designed to spell out
what the province's plan to harmo-
nize the provincial sales and Goods
and Services Tax will mean when it
comes to nickels and cents.
"That's where it becomes a long
conversation," she says.
What's most important to note, says
Mitchell, is 93 per cent of Ontarians
will not see their change purses neg-
atively impacted by the move, which
-is-set to take effect in 2010.
There are items, like diapers and
children's clothing, that will be ex-
empt, and the province also plans
to set up a rebate system, with an
immediate effect of rebating up to
$1,000 per family, to ensure the har-
monized sales tax doesn't chip away
at family savings.
The province is also ramping up
its child -tax credit increase of up to
$1,100 from the current $600 figure.
While the province was able to
honour its 2.1 per cent increase in

won't be negatively impacted by HST

times ahead given the province is
projected to receive a $2.3 billion cut
in revenue in the years to come.
"We're going to have to work at it
together," she says, noting the prov-
ince has made a commitment to the
province's 50 Family Health Teams.
"We're going to have to figure
out how we're going to manage our
health-care increases together," she
says.
Mitchell points to pledged $32.5 -
billion in infrastructure projects,
expected to create 146,000 jobs in
2009-10 and 168,000 jobs in 2010-11,
and green -energy funding as posi-
tive moves. She is also pleased with
the $700 million in additional fund-
ing for skills training.
"We're going to need that invest-
ment," she says. The budget also
includes increased funding for sum-
mer -employment opportunities for
youth.
Further, Mitchell is pleased with
the province's pledge to further pro-
mote Ontario food production via
the Ontario Ministry of Agriculture
Food and Rural Affairs through an
$8 -million -per year program. There
is also $40 million earmarked to sup-
port destination marking in Ontario
tourism regions.
Asked about the province's five
per cent planned
cut to the public
service, Mitchell
notes those jobs
are represented
in areas that cur-
rently handle
provincial sales
tax and since the
taxes are being
harmonized, the
tax collection will
fall under the fed-
eral government's
purview.
Mitchell reports
hearing few com-
ments, thus far,
about the budget
from constitu-
ents.
She notes the
budget is eyeing
a $14 billion defi-
cit over the next
two years, but it
is committed to
eliminating that
by 2015-16.
Further highlights of the budget
include a plan to cut the general
Corporate Income Tax rate from 14
per cent to 12 per cent as well as a
proposal to cut the CIT rate for small
businesses to 4.5 per cent from* 5.5

eliminate the CIT small-business de-
duction surtax.
Further, the province plans to
freeze MPPs's salaries at the current
level for the 2009-10 year, as well as
to identify $1 billion in efficiencies in
2011-12.

A spectacular curved staircase greets visitors who
step in to the foyer of this three-bedroom family
