Needed capital projects placing strain on bud
Huron East looking to possible federal, provincial funding to help meet the need
From Page
for the needed capital projects, he
told council that a two per cent in-
crease on the general levy of $1.85
Million amounts to $37,000.
"Thank you for depressing us all
thoroughly," quipped Brussels Coun.
David Blaney after the hour-long
presentation:
Knight said- that while no extra
:provincial or federal funding has
been announced yet, the only way
to. complete all the. is iital projects
would be. through did ' anal d-
ing.
• "I think they're all good -Wad neces-
sary projects but we, don't have the
funds- to::do them ally unless =there's
some- kind: of announcement like last
year," he said, referring tai: _the _pro
vincial Fixing Roads and Bridges
fuOing of $1,469,232 announced
last March which paid for. a Brussels
storm sewer project.
Knight told council that while he's
'proposing. Six blocks of rural roads
(at $100,000:per block) to be repaved
in the budget, there are' actually 10
blocks reaching the 11-15 year mark
since they- were- last. paved:
Most of the roads are in -McKillop
including. Beechwood, Hydro Line,
Summerhill, Road, Bridge Road,
Roiboro Line, Hensall Road and Mc-
Nabb..Line.. Four blocks on Bridge
Road and Stuturierhill are 14 years
old.
"(Huron East Public Works Man-
ager) Barry (Mills) will go out once
the weather allows and look at the
roads that need paving," he said. L•
Using a 2003 B.M.. Ross and As-
sociates bridge- - study, Knight said
three bridges are being budgeted for
work in 2009. They include a bridge
on Division Line between the Hul-
lett-McKillop Road and Blyth Road
at an estimated cost of $119,000 and
two bridges on Summerhill Road
between Beechwood Line. and Man-
ley Line estimated at $119,000 and
$212,000.
The needed $474,000 will come
from the 2009 gas tax funding
$314,534 and the bridges reserve,
which is also funded by the federal
gas tax.
Two urban road projects ready
to go include a $450,000 project on
the road, waterline, storm sewers
:and sanitary sewers on Crombie
Street in. Seaforth from Coleman to
Main Streets anti a similar $597,000
project on Burgess Street in Brus-
sels from Alfred Street to the county
road.
"I ,:we're well positioned this
year: where weave got projects on the
t shelfready to go," he said.
Three. sidewalk projects are being
proposect for the 2009 budget, in-
cluding two in Seaforth along High-
way 8.froim Victoria to Chalk Streets
and frori Highway E8 on Centennial
Drive -to . the hospital entrance as
well as from Turnberry Street to the
park gazebo in {Brussels.
As well, he said .: the thkiree Huron
East fire departments'and the:public
works department are going to. need
to replace ,vehicles.
While a 1976 tanker from the Sea -
forth fire department is being pro-
posed to be replaced this year, Knight
pointed out that Brussels has a 1974
tester and Grey hal a 1972 tanker.
Replacement, tankers cost between
$200,000 and $225,000.
Huron East Fire Chief Marty Be-
dard added that Seaforth's 1987
tanker also has problems with wir-
ing and the mechanic working ort it
'said he's soon going to have troubles
finding replac- •
meat parts.

ated. The replacement schedule of
$100,000 a year is great but because
of the age of the fleets, it's going to be
hard to do the initial catch-up," said
Bedard.
McKillop Coun. Bill Siemon won-
dered if in today's economy, Huron
East might be able to tender all
three fire truce at once- and get a
deal, paying them off over thenext
three years.
"It 'seems like you're going to have
to replace all three so maybe you
can buy three cheaper than one," he
said.
Deputy -Mayor Bernie . MacLellan _.
agreed salting .if the municipality
could save $30f000 on one vehicle, it
would be worth it and Bedarda said
he'd look into the. possibility.
Public Works also suggested that
in 2009, four vehicles should be re-
placed including a 1986 Mack Tan-
dem truck for $225,000, a 1996 Ford
pick-up for $30,000, a 1992 Ford one-
tonne for $40,000 and a 19.89 Massey
tractor for $75,900. Also: in the bud-

pated from Morris Turnberry.
"There are additional commit-
ments from the service clubs and the
Brussels Trust which means that the
Brussels Library has very little im-
pact -on the 2009 budget if the bud-
geted amount of, $600,000 is close,"
said Knight in his report:
Antiquated water and sari
sewer systems, particularly in Va-
nastra.- most;_ which -was installed
in the 1940s will alto . have: to:.he-
come a focus, warned ' h t.
dight added . that the municipali-
ty may have to shift focus away from
some suggested projects such as the:.
replacement Of the Vanastra
ation Centre, some rural grass. cut-
ting and Huron East entrance -signs.
"Given the current state of hard
services in Vanastra, it is difficult
to justify placing funds in reserve . at
this acme for the future replacement
of a recreation centre," he :said in his
report, adding very little has been
done in Vanastra since amalgama-
tion.
MacLellan reinarked that while
Huron Et has always prided itself
on have its three rural wards pay-
ing the lowest taxes in Huron County,
`perhaps that pride was misplaced.
