Selil wants fair representation as county restructures

Huron East Mayor .Joe Seili says he'll deamal-
gamate Huron East into the five former munici-
palities before he'll give up fair representation
for his constituents at Huron County
council.
"I told them at county council I'll
tear this municipality apart before
I give up any representation and I'll
send five voices instead of three," he
said at Huron East's council meeting
Jan. 20.
"Either county council will stay the
same or we'll be talking to (Huron -
Bruce MPP) Carol Mitchell - I feel
that strongly," he told Huron East
council.
Seili said the county's current plans
to restructure are penalizing the mu-
nicipalities who amalgamated while
leaving alone the municipalities who
did not.
A plan to allow an additional coun-
cillor for each municipality with over
6,000 residents will bring the num-
ber of county councillors down from
the current 20 to 15, with the larger
municipalities of Huron East, Blue -
water, Central Huron, South Huron
and losing one councilor each from the three they
currently have.
But, Seili told Huron East council he thinks that
configuration would allow municipalities along
the Lakeshore to determine county policy.
If county council must be reconfigured, Seili said
he favours the plan that would see an additional
councillor for municipalities with populations over
7,500, reducing county council to 13 members. In
that case, the communities with three representa-
tives would go down to two and the communities
with two representatives would go down to one.
"Everybody would lose a bit and
we would have equal representation
across the county," he said.
"To just ask the largest municipali-
ties to give up a representative isn't
fair," he said.

sentation by -population, represen-
tation by assessment and a council
with only nine members (or one rep-
resenting each municipality) with
weighted votes . based on popula-

Currently, county council
has 20 members. Each munic-
ipality has at least one repre-
sentative but when the popu-
lation reaches 4,001, a second
representative is added and
when the population reaches
8,000, a third representa-
tive is added. Adams said the
membership of county council
used to be 41 before many of Hu-
ron County's municipalities amalgamated.

structuring has been discussed over the past few
years to look into cost savings and the issue of
whether Huron County has representation for too
small a population.
"The City of London has 20 councillors to rep-
resent a population • of over 300,000 and Huron
County with a population of 60,000 has the same
number," he said. "That's five times the popula-
tion in London."
County council recently considered a recommen-
dation to reduce council to 13 councillors and a
resolution to reduce council to 15 councillors.
At its committee of the whole meeting last week,
there was a suggestion to bring in a consultant
to look at the restructuring issue, a motion that
must still be passed by county council at its next
meeting.
