When police arrived and investigated, they deter- mined that the man had al- ready struck the victim in the face while arguing. "There's a lot of materialto digest and it's a little short on details," says Huron East's De uty-Clerk Brad Knight. While he agrees that all mu- nicipalities need infrastructure funding, Knight says the feder- al budget doesn't make it clear if municipalities must compete with each other for the funding. "The $4 billion in infrastruc- ture funding is what's most in- teresting but we don't know if it will be competition based," he says. He adds that Huron East hasn't had ,a lot of luck with competition -based fielding, cit- ing the way the municipality was turned down three times under the old COMRIF (Can- ada -Ontario Municipal Rural Infra structure Fund) program for a request for funding for Va- nastra's sewage treatment plant upgrades. Knight says he hopes the fed- eral funding will be structured like the gas tax which provides a dollar amount based on popula- tion. Knight says that since there's not enough revenue in the mu- nicipal budget to respond to all the needed infrastructure im- provements, the federal budget's infrastructure funding could help locally quite a bit.
