A dozen ratepayers give feedback
on draft county budget increase

The County of Huron's two public debate sessions
designed to allow county residents to address their con-
cerns with a recommended 7.68 per cent tax hike drew
about a dozen residents apiece.
Most county councillors, along with county managers,
came out to sessions in Wingham and Exeter, last
Tuesday and Thursday, to hear residents' concerns with
the draft proposal, which is intro-
ducing a few new items to the
region, including a levy for the pur-
chase of a CT scanner for Goderich's
Alexandra Marine hospital.
During Thursday's session in
Exeter, only four of the dozen resi-
dents on hand for the presentation
took to the microphone.
One of them, Goderich resident
Deb Baxter, paid kudos to the coun-
ty on its plans for an asset -manage-
ment program.
However, she questioned the wis-
dom behind the county chipping in

purposes do not fall under the mandate of lower -tier
governments.
"We need some creative solutions to some of these
things," she says, adding that, unlike some of the oth-
ers who questioned council, she does not favour the
idea that county staff should remove some money from
the county's reserves to bring down the proposed levy
increase.
At the end of the two hour-long session, county war-
den Deb Shewfelt reflected on some of the comments
made by county residents in the two sessions.
He said the notion that too much is being spent on
road repair is one that requires reflection.
"We probably have the best roads of any county in
Ontario," he said, adding there are now other areas
that need attention.
Shewfelt opted not to wade into the scanner debate.
"The scanner, I really don't want to go there," he said,
but added that though such purchases do not fall under
the lower -tier umbrella, the fact remains that many
rural hospitals were made possible thanks to deben-
tures through municipal councils.
The county is set to further debate the draft budget
at its April 4 session.

full of water or a fast -
running creek or
stream, says Const.

He recommends chil-
dren be reminded how
deadly the fast ice cold
water is.
"A child only needs
seconds to approach a
fast flowing body of
water and to fall in,"
he says.
If you see any kids
doing what kids are
known to do: playing in
areas where they
shouldn't, get them out
of there or call the
police.
