Efforts to resolve cross-border billing issues . with Waterloo Region are also in their early stages. County Coun. John Van Bakel is pleased that progress on resolving the - billing issues. "This is some- thing that's been hanging in the balance for four or five years now and it's just nice to see it move forward and get settled," said Coun. Van Bakel. The commit- tee that oversees. shared services between the county, the City of Stratford ` and the Town of St. Marys is also going to be look- ing at the feasi- bility of creating a joint library is being made service for the geographical area of Perth County. The municipal liai- son committee has asked the chief administrative offi- cers of the three municipalities to determine a cost to study the possibil-ity of establishing a library service. Coun. Van Bakel is concerned about the plan because most public libraries in the coun- ty are operated by the lower -tier munic- ipalities, and not upper tier governments. "They're discussing a service that is under local jurisdiction right now, and I just think that the one who have jurisdiction over those services should be involved in any discus- sion," he said. The committee's intent to discuss the joint library system is part of a series of services it is considering for possible sharing between munic- ipalities, according to Coun. Ed Hollinger, who represents county council on the municipal liaison committee... Other items have included polic- ing, roads and economic develop- ment. "If there is cost savings and there is, a means of doing it, I think we should seriously look at it as lower tiers and as a county, Stratford and St. Marys," said Coun. Hollinger. One of the issues involving the libraries is the Perth County Information Network (PCIN).
