Risk management program still the solution, says OFA

swered," he says.
"Instead, the government
throws the CFFOP at farm-
ers, leaving the root cause of
the income crisis unre-
solved, and making it look
like extremely low-income
farm families can get by on
this new income program,"
adds Bonnett.
The CFFOP is open to
farm families who have a
total income of less than
$25,000 and individual
farmers who have a total
income of.less than $15,000
in all provinces and territo-
ries.
Eligible applicants will
receive a payment that will
bring them to a maximum
income of $25,000 for fami-
lies and $15,000 for individ-
uals.

Nick Whyte says while
he does agree with
Bonnett's stance, he
acknowled6es the pro-
gram has its benefits.
"The program is
going to commit $550
million over two years
to farmers with low
incomes and certainly
there's no question we
have farmers that
need assistance," he
says.
"They're also talking
about business plan-
ning and skills devel-
opment programs, and
anything that farmers
do to increase their
business knowledge
and skills has to be
good for them," adds
Whyte.
In his press release,
Bonnett went on to say that
farmers in Ontario have
already proven their ability
to produce food and manage
their business without
assistance.
"In the past three years,
world commodity prices
have been driven down by
big subsidies from govern-
ments in the United States
and the European Union,
and Minister Strahl's
response is to offer to bring
some farmers up to the
poverty line," he says.
Whyte ,says the real issue
is the'low prices farmers are
getting for their crops.
"And predominately, the
grainand oil seed sector is
taking the brunt of it at pre-
sent time."
"A risk management pro-
gram, has been presented to
government for quite some.
time now and that's what
we deem to be the real solu-
tion to the farm income cri-
sis," says Whyte.
