Water bylaw offenders could face
fines up to $300, says municipality

pressure drops," he says,
adding later that "to water
grass, it's a waste of water.
Sure, green grass looks really
nice, but is it really worth it?"
The current water
restriction bylaw is in effect
from May 1 to Oc,t. 31 each
year, and makes certain
exceptions for newly -planted.
lawns (or, Forrest says, those
newly -sodded), as well as
businesses such as lawn
bowling clubs and lawn or
garden centres, which need to
regularly water their lawns
for businesses to stay afloat.
Huron East Clerk -
Administrator Jack
McLachlan says a first-time
offender would likely be let
off with a warning, but after
that a fine of up to $300 may
be levied.
Both McLachlan 4nd
Forrest say nobody has Been
fined for violating the bylaw
thus far. People seem to be
abiding by it, Forrest says.
And the comments of John
Staffen, of Staffen's Lawn
Care, suggest the current
restrictions may be prudent
for the health of your lawn.
He says that watering in
the morning or evening is
better than watering in the
heat of the day, when the
water can evaporate.
He also says that it's best to
water a lawn only every three
days or so, because "if you
let the water soak in for a
couple of days the roots go
after the water. If you don't,
you create a shallow root
system rather than a deep
root system."
Regardless, Forrest says
the municipality will be
closely monitoring the
situation this week, and an
all-out ban may be around
the corner.
Two-year halt to trade taught Canada
many lessons, says local beef farmer
From Page 1
can legally cross the border after a 27 -month border closure
due to a solitary case of Bovine Spongiform Encephalopathy
(BSE) that was detected in an Alberta animal.
However, the amount of paperwork required to get the
process in motion means little is likely to happen until the
results of the July 27 hearing are released.
"Technically, they are open for two weeks," she says.
"Whether or not that happens is speculative."
She adds the producers' response to the news has been
superlative as the phones are ringing off the hook. Appleby
says producers are eager to be back in business with the U.S.,
but they want to have all of their ducks in a row first.
Neil Vincent, a Wingham-area dairy farmer and beef
producer, says the decision has been a long time coming.
He says while the announcement is a step towards
normalizing the North American market, it is also a sign the
powers that be are acknowledging Canada does have the
standards in place to ensure food safety.
Vincent says the July 13 decision sets a precedent for the
July 27 hearing so that the borders are indeed likely to swing
open again.
Nonetheless, he says, the two-year halt to trade has taught
Canadians a lesson about U.S. business practices.
"If they can push and shove, they will. They don't have any
respect for any of those who don't shove back," he says,
adding treaties should be honoured unless there is a good
reason not to do so.
Vincent adds it is his hope Canadian producers will
continue to support Canadian packers "or else they won't be
there and that was our biggest downfall in the past 20 years."
As for prices for producers, Vincent predicts there will be
an eight to 10 per cent price increase in the near future.
