Heritage property owners
offered loan to conserve homes

While no one's applied yet
to borrow a portion of the
$250,000 available for Huron
East .heritage property
owners, close to 20 people
attended an open house in
Seaforth last week to learn
about the
opportunities'
available to
conserve the
a r e a' s
historical
properties.
The heritage
trust fund has
become
available from
a 25 per cent
holdback of
gross taxes
from heritage
property
owners with
designated
properties.
The fund is an alternative
to an up -to 40 per cent rebate
of the property taxes of
heritage property owners,
proposed by the province in
2002.
The loan offers a
repayment period of three
years at half of the current
prime rate.
"We are very excited about
this new, innovative
opportunity. It allows us to
cooperatively use our tax
incentives to gain access to a
much larger resource at a
very attractive rate. It is a
self-perpetuating fund that
remains in the municipal
coffers and does not take tax
dollars away from the
community," says a press
release about the recent open
house.
"We're hoping the loan
will be an incentive to restore
a heritage building to its
originality,'" says Huron East
heritage trust advisory
president Cindy Moyer,
adding that every heritage
homeowner in the
municipality has been given
an application form. for the
loan.
And, while the heritage
trust advisory committee has
a few enquiries about the
loan during its open house,
Moyer says the meeting
showed a keen local interest
in maintaining Huron East's
history.
"Our heritage buildings are
gems and they're made to
last for hundreds of years if
they're maintained since
they're built with quality
craftsmanship," she says.
"But, a property can
deteriorate beyond repair and
quickly lost in one generation
if they're not.
We don't own
these
buildings
forever -
we're just
conservators
of them."
Moyer says
the two-year-
old provincial
Heritage Act
now allows
t h e
designation of
homes, barns,
graveyards,
cairns,
shipwrecks and even trees, if
they're deemed historical by
the community.
"It pertains to anything of
historical significance but no
one's enquiring about
anything other than homes
yet," she says. "You have to
know the story that's
important to the community."
Along with encouraging
the maintenance of already
designated properties, Moyer
says the advisory committee
is developing a list of
historical Huron East
properties, especially outside
of the Seaforth area where
many properties were
designated in the 1980s.
• "Seaforth has had a
headstart. Brussels and
Seaforth stood poised at the
same juncture in the 1980s
but Brussels was not
favourable to designating its
properties at the time. We'd
like to knock on that door
again," she says.
So far, Seaforth, Grey and
Tuckersmith are the only
wards in Huron East with
designated properties.
"Our first inclination is to
reach out to the other
communities," she says.
Moyer says it's been
proven statistically that
heritage properties sell twice
as fast as regular real estate.
"We have to dissolve the
myth that it's harder to sell
historical homes. We have to
