Three running for mayor in West Perth

Three candidates are vying
for the position of mayor in
West Perth.
A former Fullarton ward
councillor for the past nine
years, Bill French has his
sights set on being mayor of
West Perth for the next three-
year term.
French, 60, said now's the
time to take a run as mayor of
the municipality. He's
challenged incumbent John
Van Bakel, of Logan, and
fellow challenger Bert
Vorstenbosch, also of
Fullarton.
As a six-year representative
of six counties (Huron, Perth,
Bruce, Grey, Wellington and
Waterloo) on the Rural
Ontario Municipal
Association (ROMA), French
has what he feels is an insight
into both urban and rural
issues, and can provide a
meaningful voice at the
provincial level.
Council needs to be more
proactive to economic
development and tourism so
that jobs remain in West Perth
and "our youth are not
exported to other
municipalities."
As for industry in the
region, French said he'd rather
see a series of small industries
which employ 10 people
rather than a huge plant which
has 80-100 employees, so our
current infrastructure isn't
jeopardized and can grow
accordingly.
If elected, French hopes to
implement a way to open the
communication lines between
their elected officials and the
ratepayers. He said he'd like
to have the mayor or deputy

municipal office one morning
the week of council to meet
with those who have concerns
and then convey those
concerns to council while it's
still fresh in their minds.
French favours 24-hour
ambulance coverage in
Mitchell, and says a concerted
lobby effort is necessary to
implement such a system
here, despite the increased
cost.
"The cost isn't going to
double, but it'll increase quite
a bit," he said. "We have to
work hard to lobby for
financial aid and work with
this new government."
Being a lifelong resident of
West Perth is an advantage for
French, he notes, despite
living outside of Mitchell and
not in its urban center.
French and Marg have their
son Jeff, in Mitchell, and one
daughter, Julie, who lives in
the Owen Sound area with her
husband David Davenport.
A member of the Knox
Presbyterian Church in
Mitchell, French has been a 4-
H leader for 30 years and a
member of the Christian
Farmer's Federation of
Ontario (CFFO).
A commitment to ongoing
major projects is one reason
why John Van Bakel is
seeking re-election as mayor
of West Perth.
Another key reason is the
fact that he enjoys it.

Van Bakel is aiming for his
third three-year term at the
helm of the municipality.
Van Bakel, 58, of RR 1
Bornholm, was reeve of the
former Logan Township
council for two terms (six
years) immediately prior to
amalgamation, and says he'd
like to continue the
commitment already shown to
major Mitchell ward projects
under his guidance.

he said.
Van Bakel has been vocal
about developing and sticking
to a road development plan
throughout the entire
municipality.
Overall, Van Bakel says the
infrastructure of the
municipality - roads, fire
services, recreational facilities
- are in "real good shape.
Expanding and enhancing
Mitchell's downtown
commercial area has got to be
a priority for the next term of
council, Van Bakel adds.
Specifically, he's in favour of
extending the commercial
area to the east of Mitchell,
and not to Montreal and
Quebec Streets which are
behind main street.
The fact that Van Bakel
owns and operates a beef and
cash crop farm with his wife
Mary and they have operated
the Mitchell license office for
a number of years are
indicators that he can balance
both the urban and rural ways
of life within the municipality.
On Perth County Council,
Van Bakel (a former Warden)
is fearful of the increased
downloading of services such
as roads, ambulance and
housing from the provincial
government.
Van Bakel is opposed to 24-
hour ambulance service in
Mitchell, mainly due to cost,
saying he's satisfied with the
current 12 -hour service
provided. The few calls which
occur through the night -an
average of two calls per week
- and the minutes it may
shave off response times, do
not make it affordable to West
Perth taxpayers, he says.
Van Bakel said he's never
been in favour of countywide
ambulance service, saying a
regional service with
neighbouring counties, such
as a Huron -Perth service as an
example, makes more sense.
The father of five and
grandfather of six (with
number seven on the way),
Van Bakel is a member of the
Brodhagen Chamber of
Commerce, various
agricultural organizations and
St. Patrick's Catholic Church
in Dublin.
Fostering a mixture of
urban and rural issues will be
an emphasis of West Perth
mayoral candidate Bert
Vorstenbosch if he's elected to
run the municipality Nov.
10th.
"Mitchell's going to die if
the rural area suffers. The two
go hand-in-hand, and we need
to continue to work on that,"
he said.
Expanding the urban fringe
of Mitchell ward, which was
in the news last week when
council decided to provide
services technically outside
the urban boundary, is
something that Vorstenbosch
says should go even further -
all the way to the next mile -
and -a -quarter around
Mitchell.
Also, Vorstenbosch said, a
long term plan for the
infrastructure of the entire
Bert Vorstenbosch
municipality is needed in
terms of sewage, water, the
landfill site and the road
program. Vorstenbosch said
he'd also like to see Frank
Street extended to Road 160
just down the road from his
farm soon (it's been discussed
for a long time and is as close
as ever), as well as Frances
Street extend further east to
Road 160 as well. He'd also
like to include a plan of
working toward a bridge of
some sort over the Thames
River off of Pond Street
which links a densely
populated area.
Bridges, although
expensive, have been familiar
with the 62 -year-old RR 2
Mitchell resident, who owns
and operates B&D Fullarton
Farms, a hog operation, as he
has been chair of the
municipality's Energy &
Environment Committee the
past few years.
Environmental issues have
been strong beliefs in
Vorstenbosch's time both as a
member of Fullarton
township council and during
his three-year term as deputy
mayor of West Perth prior to
his loss to Van Bakel in 2000
when he sought the mayor's
chair then.
Strong environmental farm
plans are important for all
farmers, but Vorstenbosch
says there is not enough
exploration in area sinkholes,
and a movement is needed to
decommission abandoned
drainage wells scattered
throughout the municipality
A past chair of the Farm
Practices Protection Board (he
served the maximum six
years), Vorstenbosch has in-
depth knowledge in
agricultural and
environmental issues. He
admits he's worried about
"how Bill 81 (the former
provincial nutrient
management act) will end up"
with the Liberals now taking
over, and says "99 per cent of
farmers today are doing good
work."
A member of the Rotary
Club of Mitchell, of which he
has served as president,
Vorstenbosch says he says
downtown Mitchell needs
rejuvenation and a "shop
Mitchell first" attitude.
More work with the area's
youth is also seen as a priority
for Vorstenbosch if elected,
noting that with the help of
parents, clergy and police -
plus, the municipality - a
strong youth center is needed
in Mitchell. He also plans to
work more closely with the all
wheels park committee and
their quest for a permanent
park, and even the possibility
of a high school student
representative to sit on
council in a way to keep
today's youth involved.
The father oftwo, daughter
Joanne Innes and son'Bert Jr.,
he and his wife Audrey have
five grandchildren. They
belong to the Knox
Presbyterian Church in
Mitchell.
