A $60,000 project could alleviate
the flooding problem in Vanastra

Steps could be taken in
next year's budget to help
alleviate the flooding
problems on Toronto Blvd. in
Vanastra.
"We've determined that
everything was built
adequately and there is just a
bottleneck at the
intersection," said Public
Works Manager John Forrest
at Huron East council's Oct.9
committee meeting.
During heavy rains. the
bottleneck causes water to
back up in the storm sewers
which then causes backups in
people's homes.
Forrest has determined
they can redirect some of that
water down Vanastra Road
by installing tiles to get the
water flowing away from the
intersection.
He estimates the cost of
thc project at $60,000 and
hopes to introduce it to
council in the 2002 budget
process.
No variance granted
Huron East Council is
denying a request for a minor
variance in its manure bylaw
that would allow Acre T
farms to make some changes
to one of its hog production
facilities in Grey that would
allow it to increase the
number of animals by six
percent.
"I don't want to make a
Huron East council briefs
variance. It's a bylaw and we
passed it for a reason," said
Deputy Mayor Bernie
MacLellan at council's Oct.9
committee meeting.
Acre T Farms had
requested the variance in a
letter at council's Oct. 2
meeting, stating it was to
help the company stay
competitive against other hog
farming operations.
Council has a bylaw that
limits the amount of
livestock in any new
facilities or in expansions as
it awaits provincial
legislation to formally
govern how much livestock
can be had in efforts to be
sure the environment is
protected against the manure
the livestock produces.
MacLellan said their intent
is not to impede Acre T's
ability to improve production
and its business but that they
have to protect everybody in
the municipality when it
cordes to land and water
quality issues.
"We're going to be setting
a precedent we're going to be
very sorry about," said Grey
Coun. Graeme MacDonald.

route changes to drop
Santa off downtown
Santa Claus will end up on
Main Street between the
CIBC and Flower Magic at
the end of this year's parade
on Friday, Nov. 30, instead
of at the Agriplex.
"The BIA (Business
Improvement Area) thought
it would be a good idea to
move him so that Main
Street won't be vacated and
maybe people will do a bit
more shopping," says parade
organizer Ross Ribey.
The Seaforth Lions Club is
hosting the Santa Claus
parade for the 19th year this
year.
The route will begin at the
Seaforth fairgrounds and
arena, travel south down
Main Street and finish at the
Bethel Bible Church (old
Canadian Tire building). Last
year's route went in the
opposite direction from the
Rona Cashway to the
fairgrounds.
Ribey says thc Lions Club
is hoping for more local
participation this year,
especially from local
churches and downtown
merchants.
The theme is What
Christmas Means to You and
people can get involved by
entering a float, sponsoring a
band, being a walker or
donating candy.
"I've got about six forms
on my desk right now and
two of them are new ones,"
says Ribey, adding that last
year's parade had about 65
participants.
The Optimist Club will be
running a hot dog stand the
night of the parade and Trail
Corp. is providing a trailer
for Santa to sit in and visit
with the children.
"If any group wants to
decorate the trailer for Santa,
they would be most
welcome," he says.
Ribcy and Joe Steffler are
the people to contact if you
want to be in the parade.

McLachlan said the company
would be required to file an
appropriate plan for handling
the extra waste before a
variance could be granted.
Councillors decided
informally that they were
opposed to allowing the
change, preferring to stick
firmly to their current,
temporary bylaw until the
provincial government sorts
out its manure legislation.
Emergency plans
consolidated
While the timing is
coincidental to Canada
entering a war on terrorism
and current concerns about
bioterrorism, Huron East
staff have almost completed
the consolidation of
emergency plans in the five
former municipalities that
now make up Huron East.
The plan outlines who is in
charge in emergencies and
where residents go in
situations that require shelter.
In the plan, Huron East's
municipal office becomes the
emergency headquarters and,
for Seaforth residents, the
Seaforth Agricultural
Society's Agriplex is the
emergency shelter where a
generator can be properly put
in place to provide power
and heat.
Missing from the plan, as
required now by the Huron
County Health Unit, is an
appendix that outlines the
chain of command in the
event a pandemic flu
outbreak occurs. The

can declare an emergency
while Huron East can declare
one for such disasters as a
tornado.
Chair of board appointed
Dick Burgess of Grey, has
been appointed chair of the
newly formed Huron East
Police Services Board.
The board held its first
meeting last month as it
begins to work with OPP on
a new contract for policing in
all of Huron East.
Currently, the board is
waiting for the provincial
government to appoint two
members at large from across
the community but is
continuing to work with
police in the meantime.
