However, the Canada Safety Council warns that unsupervised backyard pools pose a serious hazard to small children. According to the latest statistics, drownings in private pools are on the rise. There were 36 drowning fatalities in private pools in 1998, the latest year for which statistics are available. Almost half (45 per cent) were children under five years of age. "Typically, a child between two and five years old wanders off to the pool when no one is looking," says Canada Safety Council president Emile Therien. "The child falls in and drowns almost instantaneously. A terrible tragedy only takes seconds to happen." You can't expect toddlers to call for help, he adds. You must always be able to see them. If you have to go indoors, take the child with you. For anyone with a pool, he advises that family members should learn techniques for water rescue and CPR. Pools should be fenced off on all sides with a self- closing, self -latching gate. Use a locking device that is out of the reach of children, and keep it locked when no adult is in the pool area. Various alarm devices are on the market to protect kids around water. For example, a wrist -worn transmitter for kids goes off when it is immersed in water. Another is triggered by wave motion. These are not a suitable first line of defense. Thcrien has a concern about relying on these alarms. The overriding issue is that there is no substitute for close adult supervision of young children. He worries that people may believe the alarm will sound if the child goes into the water, compensating for any lapse in supervision. He points out that such devices arc not subject to performance criteria or certification, so you can't be sure they will always work. The excuse that you can't he vigilant all the time just doesn't hold any water, he says. If you have young kids and can't assure they arc always supervised, you probably shouldn't have a pool in the first place.
