but teachers will work to rule

Classes will start as usual on
Sept. 5, at secondary schools
in the Avon Maitland District
School Board but teachers will
not be engaging in any extra-
curricular activities or
fundraising.
In a work -to -rule action,
Ontario Secondary School
Teachers' Federation president
Earl' Manners, announced on
Friday, Aug. 25, at an OSSTF
leadership conference that
teachers, such as those in
Huron and Perth counties who
voted in favour of strike action
when contracts expire on Aug.
31, will be back in the
classroom Sept. 5, despite
their opposition to Bill 74.
Manners confirmed in a
Toronto Star article the
secondary school teachers'
union has borrowed the
British national teachers'
unions tactics of creating a
campaign to win teachers
back their respect.
In Britain in 1998 the "Let
teachers teach" public
relations campaign produced
public sympathy for the
amount of extracurricular and
paperwork done by British.
teachers.
Teachers were prepared to
strike in an attempt to show
the province their disdain
towards recent government
initiatives, especially the latest
government act, Bill 74, the
Education Accountability Act,
which makes secondary
school teachers provide
mandatory extra -curricular
activities for, students,
specifies class time and
instruction time and limits the
flexibility school boards have
when negotiating with
secondary school teachers.
Increased workloads,
fundraising and extra-
curricular activities were areas
of concern
emphasized by
Bill Huzar, a
local OSSTF
District 8
president.
He also
emphasized it is
the personal
choice of
teachers to
decide if they
want to become
involved in
providing extra-
curricular
activities.

Right now he said teachers
are not sure with the extra
work in the classroom how
they are going to do
everything and deciding not to
provide extra -curricular
activities and fundraising
gives them the time to figure 1

said Huzar.
Half of the teachers in the
school board are taking on one
full course this year, which
means more time is needed for
extra class preparation.
Teachers alread)I work at,
least 40-60 hours in a week,'
said Huzar. This does not
include time spent coaching or
supervising student activities.
Despite the nature of the
course whether it's practical or
evaluative such as English,
Moire is still preparation time
and evaluation of students day
to day.
Huzar said the OSSTF is
worried about the effects of
increased workloads on
teachers and their personal
well-being.

The federation is also
standing; Huzar said, "very
firm," on their position not to
fundraise.
Fundraising at schools has
changed over the last few
years from providing extra
items such as team jackets to
providing the necessities of
the classroom suchas
computers, textbooks and
materials for finearts
programs.
He said it's time teachers
stop hiding the fact that they
are fundraising for necessities
the provincial government
used to provide for education.
While many students who
aren't academically inclined
sometimes stay interested in
school by having a sport to
play or club to join Huzar said
the community can also
provide sports, music and
drama programs to young
people. I
Huzar, who moved to
Goderich 13 years ago, was
surprised at the range of
activities available in that
community, including the
Goderich Little Theatre with
which he is actively involved.
Personally, he said in all his
vyears of teaching it wasn't
until this year that he leamed
that it was his role as a teacher
to provide team interaction.
"The issue is teaching is a
profession: it is a personal
choice to enter the field. It is
also a personal choice in
addition if that encompasses
involving young people in a
group, or whether that teacher
wants to become involved in
their federation, their church. a
local service club or their
family in their spare time."
said Huzar.
He said the whole issue is.
the that involvement in
• extracurricurlar activities is a
personal choice and not
something to be legislated.
In the current situation.
Huzar said, teachers have to
negotiate with the Ontario
Labour Relations Act and in
order to take action, they must
conduct a strike vote.
Negotiations between the
OSSTF and the AMDSB are
ongoing. Lorne Rachlis.
Director of Education for the
Avon Maitland District School
Board, in a prior interview
said. "We hope to reach a
satisfactory arrangement. We
have a good working
relationship with the OSSTF."
said Rachlis.
He hoped there was no
disruption to learning for the
students in the Avon Maitland
board while the problems' are
worked out.
Tools stolen from workshop
More than $3,000 worth of tools and a high presture
waslher were stolen after the door of a farmer's workshop was
forced open Aug. 14 around 1:15 a.m.
An alarm was triggered at the workshop located near
Hensall Road in Tuckersmith Township.
The owner arrived to find the washer, with fa 13 hp motor,
and a number of hand tools had been stolen.
Tools stolen from vehicle
About $100 worth of tools were stolen from a vehicle
parked on West William Street in Seaforth Aug. 13, before
9:30 a.m.
Among the items stolen were pliers, cable ties, a utility
knife and six bungee cords
