By unanimously
approving a $33 million
budget, June 26, trustees
of the Huron -Perth
Catholic District School
Board .met the provincial
education ministry's
deadline for submitting
financial information.
But it didn't come
without some pointed
criticism of the ministry's
inability to meet its own
deadlines, and even more
pointed criticismof the •
Tory government's recent
actions in pushing
through the controversial
Bill 74:.
"Bill 74'is.the most
undemocratic piece of
legislation that I've ever
seen. if you believe in the.
rights of locally -elected,
representatives and you
believe. in collective
bargaining rights,"
charged director of
education • Gaetan
Blanchette. in an
interview following the.
meeting. He accused the
provincial government of
ignoring a groundswell of
opposition to Bill 74.
' adding many diverse
groups within the
educational system had
come together in a loose
.coalition to challenge the
legislation..
Blanchette was' -most
critical of the bill's attack
on the authorities of
locally -elected trustees.
‘But,it was the budget
vote which first allowed
him to discuss of the bill.
First he noted this was
the eighth version of the
budget.- after it was
updated several times as
the education ministry
'unexpectedly announced
new funding changes.
"How can you make:
decisions when you don't
• know what money you're -
going to have and where
it's supposed to be
"spent?" he asked. •
.Bill 74 was the most
recent curveball thrown
by the government, he
noted. as it included a
section cutting . the
legislated .' average
Student/teacher ratio to
2I:1 in secondary schools
and 24.5:1 in elementary
schools. He called this a •
"spin -doctoring" tactic of
the government, and
• suggested the .change was •
really made to raise
instructional time and "to.
reduce the •number of
teachers in Ontario." •
"I wish that, when they.
do things. that they'd be
up -front and tell 'us what
they're actually doing,
he said.
The provincial
government also received
criticism for not meeting
its own deadlines, while
leaving school board
administrators ,guessing
about expenditures.
"I . certainly give
(superinte.ndent
business) Gerry (Must) a
lot of credit," said board
chair Bernard Murray:
"He's done a lot of work
toestimate what
expenditures we'll have
because he just hasn't
had the information."
Murray says the
government announced
there will be changes to
special education funding
for the 200! budgets, but
no further information
has been provided. He
also says the ministry
made a commitment to
announce any changes to
trustee boundaries by the
end of June, and that
hasn't yet been made
available. That leaves the
board uncertain about
how many trustees it will
have after next fall's
trustee elections.

.want to get involved because
they don't want to show the
debt on their hooks." he said.
He wasn't entirely critical.
however: He suggests the
government's goa! is to
encourage different school
boards to come together into •
"consortia." pooling their
debts. into one• to make the -
risk more attractive for
lending institutions. He -
adds -the government
believes. overall: such
practices "will allow more -
construction to take place
over the long term, for less
money. '
