Without county -wide OPP
Huron says it could lose millions

million in savings_ in 1999
and could lose another SI
million this year as plans to
bring in a county -wide OPP
contract hit another
roadblock.
"We lost the savings in '
t999." said Warden Carol.

quickly so we can achieve
some savings in 2000."
County council voted last
Thursday to repeal the bylaw
to create a county -wide
contract with the.OPP
instead . of 26 -separate
contracts with each
municipality.• The bylaw has
.caused much controversy
between the county and the
Towns of Goderich and
Wingham who arc taking the
county to court to challenge
the county's ability to cost
allocate the police service
based on workload.
The hylaw was passed by
county council close toxone
year ago. With a county -wide
contract. the policing bill
would have been just over S6
million as opposed to 57
million.
But the bylaw created great
controversy. especially with.
the Town of Goderich and
Wingham. who have strongly
opposed the -service being
costed by workload for each
municipality instead of by
assessment.
While all municipalities
would -see savings with a
county -wide contract based
of workload. towns like
Goderich would achieve
even greater savings if the
'service was based on
assessment. -
"All municipalities save
something," said county
-planner Gary Davidson, by
costing on workload. He
added that savings are as.
little as about 57..000 for
West .Wawanosh to over
5141.000 for Goderich.
"We've always been in
favour of county policing."
said Goderich Mayor Deb
Shewfelt in a ' recent
telephone interview. "It's just
a matter of principal of how.
you : pay for •things.
Everything •that's done for
the, county is paid through
assessment."
"It's a dangerous slope to
be on when you start to try
and area rate on a county
level." said Shewfelt, adding
that Goderich feels very
strongly that all costs should
be paid t.in assessment,
