White Cane Week
Canadian National Institute for Blind
promoting awareness of white cane,
symbol and tool of the visually impaired

Many drivers do not understand how to
work with pedestrians using white canes,
says Gordon Hill a member of the
Canadian National Institute for the
Blind's (CNIB) board of directors for its
London based chapter..
"A number of our people have had
some pretty close calls," said Hill.
In Seaforth and Egmondville, there are
20 people using services of the CNIB,
some of them using white canes to help
them negotiate in their homes and
communities.
The cane, the obvious symbol of white
cane week, Feb. 6 to Feb. 12, alerts
people to the fact a person using it is
blind or visually impaired.
"There's a lot of drivers who aren't
familiar with it," said Hill.
A pedestrian using the cane will wave
it to signify to traffic they are about to
cross the street. The cane user has to trust
that a vehicle, he or she has not been able
to detect by listening to the sounds of
traffic, will stop for them.
"The cane's a way of feeling there way
through a world they cannot see," said
Hill of the visually impaired.
A blind person will use the cane to
feel for curbs. steps and obstacles 'along
their path. whether it be on the street, in
a store or someone's home.
But in small communities like Seaforth,
intersections can pose a greater difficulty
than in urban areas because of the
absence of traffic lights.
Traffic lights make it_ easier for
someone visually impaired to track the
flow of traffic but with only one
intersection with a trafficlight in
Seaforth, a person with a white cane has
to depend on drivers to understand they
need to cross the street and to stop for'
them.
"Before they can reach the other side,
they depend on the drivers," he said.
Helping make drivers aware of the
visually impaired's needs is just part of
this year's White Cane Week promotions.
The week is intended to increase the
awareness in communities of the needs of
-the blind but it is also used by the CNIB
to promote its services.
Clients of the CNIB have access to a
number of services from mobility
training to help them organize their home
and learn how to exist without sight to
learning how to read braille.
The average age of the Seaforth and
area clients is 70 with the client base
constantly growing.
"Most of the new clients who come are
seniors," said Hill.
There was an 11 per cent increase in
the number of clients last year and Hill
said support and volunteers are needed to
help the CNIB.
In Huron County, there is a waiting list
of 10 clients for CNIB services but there
aren't the resources to meet the needall
at once.
The public can help through donations
to the CNIB or by buying pots of
crocuses that they will be selling during
White Cane Week.
Volunteers are also needed to help with
anything from providing company to
someone who is blind to'helping a blind
_person get groceries.

Lions Clubs. known as "Knights of the
Blind," provide assistance to the visually
impaired and locally, people can also
contact Gord Rimmer.
Hill said they hope to have a display
set up during White Cane Week at
Seaforth Food Market.

Rescue boggan
Ron Williams of the Pine Ridge. Snowmobile Club presents Fire Chief George Garrick with a
rescue boggan which can be towed by snowmobile or hand into remote areas to transport an
injured person to safety. While donated to the fire department, the piece of equipment, worth

from local residences
A 31 -year-old
Seaforth man has
been charged with a
drinking and driving
offence after a Jan 21
collision.
Police were called to a
two -vehicle collision in
Tuckersmith .Township on
Highway 4 near Brucefield
and officers smelled
alcohol on one ,of the
breath of one of the
drivers.
He was arrested and
taken to the OPP office in
Seaforth where a breath
test revealed the driver had
almost twice the legal limit
of alcohol in his system.

1998 Chevrolet Lumina
missing from his garage
around 10 a.m. on Jan. 21.
The blue, four -door car
had been parked in the
garage at 11 p.m. the night

charged with unsafe
storage of a firearm in
January after police
investigated a break, enter
and theft of the weapon
,from his home on Nov. 13.

The gun had been left

In November, the woman
had used various items
from credit cards to
cheques, stolen from cars
in the Stratford and
Goderich area, to convince
bank tellers or manipulate
banking machines into
giving her a •total of
$7,500.
Seven times, she had
been to banks in Godcrich,
Exeter, Clinton and
Seaforth, with her Seaforth
attempt failing.
Some of the incidents
were videotaped by bank
surveilance cameras and
with the use of
photographs to alert other
police services in Ontario,
the woman arrested on Jan.
18.
Police services in
Kincardine. Port Elgin.
London. Stratford and
Wellington County have
warrants for the woman's
arrest for similar incidents.
Stolen vehicle recovered
A 1987 Nissan Kingcab
pickup truck. stolen from
an East William Street
residence, was recovered
later that morning in the
parking lot at Maplewood
Manor.
The truck had been
reported stolen at 5 a.m. on
Jan. 26 and was found in
the lot later in thc morning.

A small quantity of cash
was taken after a brcak and
enter was reported Jan. 28
from Dens and Friends.
There was no sign of
forced entry but a small
amount of cash had been
taken from the till sometime
after closing time at 5 p.m.
the day before. '
On Jan. 29, a break-in was
reported from Flower Magic
after an employee found the
rear door of the store had
been forced open during the
night.
A small quantity of cash
was stolen from the till and
OPP are currently
interviewing three youth
suspects.
