Tougher laws for youths
at Bluewater facility
"Huron County residents
have repeatedly told me we
need tougher sanctions
against young people who
thumb their noses at the law.
We are making these changes
now so today's offending
youth don't become tomor-
row's career criminals at tax
payers expense."
She said the introduction of
strict, standardized program-
ming to young offenders in
correctional facilities is con-
sistent with the recommenda-
tions of the 1996 report of the
Strict Discipline Task Force
which defined strict disci-
pline as "...a structured and
consistent learning environ-
ment to teach high risk repeat
offenders the advantages of
socially acceptable behavior."
Johns added the early suc-
cesses at project Turnaround,
the first "boot camp" in
Ontario , underscore the need
to expand key elements of
that program across the
young offender system.
She said all electronic video
games had been removed

Goderich, like all secure cus-
tody facilities in Ontario,
beginning this spring.
"The current system in
Ontario, in which 64 per cern
of secure custody offenders
re -offend, is unacceptable
and must he changed. The
introduction of strict stan-
dardized programming for all
young offenders will ensure
youth arc held accountable
for their actions."
Youth offenders will be
subject to strict behavior
code stressing zero'tolerancc
for any form' of violence. a
highly structured daily sched-
ule including mandatory
work. education and physical
exercise and a well defined
incentive system to ensure all
privileges are earned.

The next stop was the naval
base at Londonderry where
so many tired Canadian and
American and British crew-
man tied up at the docks,
after some hectic convoy
duties on the rough Atlantic
Ocean.
Then for me it was hack to
my radar station to check the
thousands of aircraft that
crossed over the British Isles
from the factories in Canada
and the U.S.
Ireland, the charming
romantic Isle so often praised
in song and books is particu-
larly memorable to me
because this is where I met a
wonderful Yorkshire girl who
later married me: came to
Canada and settled in
Seaforth for 31 years and has
never been forgotten since

and will be donated to com-
munity charities that can put
them to good use.
Johns said the Minister of
Correctional Services is com-
mitted to undertaking an
evaluation of the reforms
announced to track the effec-
tiveness of the new program
in reducing young offender
recidivism.
