MANHOLES - In an out-of-the-way part of Seaforth's sanitary sewers have been mysteriously vandaliied. "The manhole was com- pletely cleaned out, the frame and grate assembly was rein- stalled and cement was poured around the complete manhole to fully secure the unit," Forrest told council.
