BUCANAN, Ella Susannah Mae
of Kinburn died in Seaforth on
Monday January 29, 1996. She
was 62. Born in Grey Township,
she was the daughter of the late
George Henry and Susannah Ellen
(Carmacheel) Hart. She was
married to Fred Buchanan. Along
with her, husband Fred, Mrs
Buchanan is survived. by her
children, Bill and Shirley Buchanan
of Waterloo, Doug and Suanne
Buchanan of Kinburn, Betty and
Tony MacDonald of Kinburn and
Robert and Barb Buchanan of
Woodstock. She is also survived
by her brothers and sisters, Jean
(Mrs. Ross Anderson) of Mitchell,
John Hart of Grey Township,
Charles and Lily Hart of Goderich,
and Robert and Muriel Hart of
Grey Township. Also surviving are
grandchildren Joseph and Jenniter
Buchanan, Ryan and Cory
Buchanan, Shane and Joey
MacDonald and William and
Michelle Buchanan. Mrs Buchanan
was predeceased by one
grandchild, Katelyn Buchanan and
by two brothers, Elmer and James
Hart. By request, there was no
funeral home visitation. A private
family funeral service was held at
the Beattie -Falconer Funeral Home
in Clinton on Wednosday, January
31. 1996 with Pastor Robert
DeGraw officiating. Interment in

Luthern Villa, Mitchell, died in his
92nd year in Mitchell January 31,
1996. Predeceased by his wife
Anna (Atkinson), brothers Joseph;
John, Frank, Tom and his sisters
Mrs. Florence Kahue, Sarah
Coyne, Sister St. Louis (Margaret),
Sister Mary Alice (Agnes), and
Alicia Coyne. Surviving brother is
Matt Coyne, Dublin and his sister
Mrs. Walter (Mary) Kroskie,
Windsor; also nieces and
nephews. Friends were received at
the Whitney-Ribey Funeral Home
Seaforth on Thursday, Feb. 1, from
7 - 9 p.m. and Friday, Feb. 2, from
2 - 4.p.m. and 7 - 9 p.m. The
funeral was held on Saturday,
February 4, 1996 at 11 a.m. at St.
Patrick's Church Dublin, with
Father Antonio Del Ciancio
officiating. Pallbearers were Kevin
O'Leary , Brampton, Kelly O'Leary,
Mitchell, Pat Cronin, London, Mike
Cronin, Dublin, Darrel Cronin,
• Mitchell,. Dan Cronin, Mitchell.

Egmqndville died at Stratford
General Hospital, Saturday,
POW* 3; `1'9238 She Was
'wife of the late Charles Green
(1983). Prior to her marriage she
taught school in Bayfield. Born in
Hay Township March 1, 1904. She
was the daughter of the late Oliver
Petty and the former Lily Purdy.
She was the last surviving member
of her family of 3 brothers, George,
Jack and William and 3 sisters
Beatrice, Elsie and Olive. Surviving
are daughters Blanche Gillies of
Streetsville and Catherine and
husband Stan Racho 'of Stratford,
and sons Allan and wife Betty
Green of Acton and Charlie and
Lorraine Green of Galt, Cambridge.
Also surviving are a number of
grandchildren and great
grandchildren. Predeceased by two
grandsons. Resting at the Whitney-
Ribey Funeral Home on Sun. from
2 - 4 and 7 - 9, service • and
committal was on Monday,
February 5, at 2 pm with Robert
Hiscox officiating. Burial at a later
date in Egmondville Cemetery. As

Amendments to
Bill 26 will prevent
local gas taxes

While municipalities were
given new powers to levy fees
under Bill 26, Eves stressed
that amendments to the bill
will prevent local poll taxes or
gasoline taxes and they may
employ only 'reasonable,'
licensing fees.
But he said that these fees
cannot be used "simply os a
tool to raise revenue:"
Eve -s said the government
took. into consideration munic-
ipalities' "ability to pay" when
making cuts to transfers. He
noted rural municipalities,
which do not have the large
industrial and commercial tax
bases of cities were hit less
severely than their urban coun-
terparts.
"For exatnple, municipal
grants in Huron County were
cut, on average, by 16 per cent,
while in Ottawa and Toronto,
they were reduced by an aver-
age of 28.5 per cent."
The finance minister conced-
ed the Tories have done a poor
job of communicating the rea-
soning behind their cutbacks,
as they focused on spending
reductions and said they
would be intensifying efforts
in this area in the future.
Eves spoke glowingly of
Huron MPP Helen Johns con-
tribution to the government's
efforts, particularly on Bill 26.
"Her contribution was essen-
tial to the passage of Bill 26,
the Savings and Restructuring
Act, and as minister responsi-
ble, I would like to thank her."
