Staff and supporters from
two area day care centers
joined hundreds of day care
workers from across the
province in protesting rumored
cuts to child care funding
expected in today's provincial
mini -budget, Friday.
Representatives from the day
care centers in Seaforth and
Clinton picketed in front of
Huron MPP Helen John's
office in Exeter from 9:30 to
11 a.m. to express opposition
to cuts which they say will
affect all day care users,
whether subsidized or not.
Protesters cited access to a
"confidential government doc-
ument" which reveals the
Progressive Conservative gov-
ernment was planning to:
1. Deny child care subsidies
to employed parents, regard-
less of income.
2. Institute a vouchers system,
restricted to parents receiving
social assistance and enrolled
in the. Tories'. proposed work-
fare/learnfare program, with
any earnings to be deducted
from the voucher.
3. Lower standards of care
and safety.
"Regulated child care is not

going to be an option," said
Shirley Brooker, administrator
of the Seaforth Co-operative
Child Care Centre.
Brooker said the about 60 per
cent of the children attending
the centre receive provincial
subsides.
"If those families weren't
there, we'd have to cut back on
staff and both subsidized and
non -subsidized families would
have to pay higher rates or find
alternative child care," said
Brooker.
Johns, who had just finished
meeting a group from a local
women's shelter to discuss the
impact of government cuts in
that area, came outside to dis-
cuss the issue with protesters.
She said it was impossible to
fully debate the effect of cuts
until they are actually unveiled
in the mini -budget.
"No one has said at this point
that funding for day care is
being cut totally, or partially.
It's being looked at," she said.
John's, who has a four-year-
old child herself said there are
alternatives to regulated day
care.
"I don't use it myself," said
the MP, a self-employed finan-
cial services provider in pri-
vate life. "There's lots of alter-
natives here. There's family,
there's friends and neighbors,"
after 40 years
she told protesters.
Johns told the group she was
prepared to meet with them
"inside," at any time•to discuss
their concerns and added she
was also prepared to visit the
day care facilities they repre-
sent.
In an interview, Johns said
the province currently spends
about 5550 million on day
care, and that public opinion
on the issue is divided.
"You have to remember we
have a mix of public opinion

The application allows the

approved.
The other rezoning was for
about fiscal responsibility and,
we have a mix of public opin-

We have to find a balance."
Johns said the recent wave of
protests at her office (another
was planned by teachers in the
county for Monday) isn't an
indicator of growing anger
against the government's

"There are people and groups
that are affected by the cuts

be upset."
