Nev iirograni could
eliminate need for landfill
BY PAT RAFTIS
SSP News Staff
A Bluewater Recycling
Association (BRA) plan to
offer handling of virtually all
forms of solid waste, in addi-
tion to current recyclables
could render a new Huron
County landfill site practically
unnecessary, says the associa-
tion's president.
Francis Veilleux said the
BRA plan, announced on July
26 at the. association's annual
meeting, would be cost-effec-
tive and result in a total diver-
sion of 75 per cent of material
from landfill.
Eventually, the BRA plans
to construct a new compost
facility on the site of it's cur-
rent Huron Park Facility,
which would be similar in
scale to the Hensall's giant
compost facility. but more ver-
satile due to new technology.
The Hensall facility could also
play a partin the overall waste
disposal picture, said Veilleux.
However. he noted, "their
technology is fairly limited in
tenns of what type of material
can be processed.
The BRA's new compost
facility could probably be built
(or less than SI million, said
Veilleux, noting the organiza-
tion spent only S600,000 on
it's existing facility at Huron
Park.
Huron County Council has
Currently spent close to SI mil-
lion on it's, as yet uncompleted
search for a new county -wide
landfill site.
So does Huron need a new
slump.
"We are not in favor of creat -
Big any new landfill sites,"
said Veilleux.
"That's for them to decide.
They are aware of our plan,
but there have been no meet-
ings yet," he added.
"As I understand the plan,
25 per cent of the waste that's
left would be exported to a
facility outside of the county.
Froin that standpoint we
wouldn't need a county land-
fill," said Craig Metzger,
Project Co-ordinator for Huron
County's Waste Management
Master Plan.
"But currently Bluewater
Recycling doesn't serve the
entire county. Maybe they're
looking at expanding," added
Metzger. He was just informed
of Bluewater's new plan on
Monday.
Metzger said Veilleux has
offered to talk to the county's
Waste Management
Committee about Bluewater's
new system when more details
are known.
Veilleux said although not all
of Huron County's municipali-
ties are members of Bluewater
Recycling, the association's
services have always been
available to them. In fact, said
Veilleux, almost every com-
munity's recyclables in Huron
are processed through
Bluewater's Huron Park facili-
ty either through membership
or private collectors.
Presently Bluewater serves
about 60 per ccnt df munici-
palities in Huron, Perth,
Lambton and Middlesex coup=
ties.
Veilleux said the association
would like to have 100 per
cent membership in Huron.
Bluewater is going ahead with
its new system in 1996 and it
will be available to all munici-
palities in Huron by the end of
1997.

Bluewater Recycling's new
wet/dry collection pilot project
which will he launched in three
municipalities on April 1, 1996.
according to association presi-
dent Francis Veilleux.
Presently Bluewater 16 Milt-
ed to the collection of tecy-
clablcs through its Blue Box
program.
"We're getting into the (col-
lection of the) whole waste
strehm," saki Veilleux.
The company has designed a
special vehicle which will han-
dle both household garbage and
recyclables. Three of these new
trucks will be delivered for the
first.of the year.
"We will bring all the recy-
clables back to the (Huron
Park) facility to be pmccased.
