The Huron Expositor, 1995-03-22, Page 5News and Views Pizza war heating up in Seaforth? A pizza war may heat up in Seaforth ovens this spring. The town is getting a third pizzeria. New Orleans Pizza plans to open a franchise the second week of April in the old Reddi Chef building at 62 Goderich St. E. The Stratford -based chain has 16 outlets, 10 franchises and another half-dozen company-owned. It already has a number of outlets in the area, for instance in Clinton, Mitchell, Exeter, Goderich and Listowel. "We've got an American name but are totally Canadian -owned," says chain owner John Cossey of Stratford. He adds the chain decided to locate in Seaforth because it is already strong in the area, and because the vacant building's availability looked like an "opportunity" to him, located as it is right on Highway 8 with lots of available parking. The premises are being fixed up and remodelled right now, with opening targeted for April 10. NEW SWEEPER IN TOWN - The Seaforth Public Works Department got its new used sweeper Friday aftemoon and it was on the streets Monday morning, a sure sign spring is officially underway. The 1989 model replaces a 1980 unit, and is powered by diesel fuel rather than gas. It cost $42,000, Tess the trade in. Town arena contributions reduced Tax arrears in Seaforth are higher than at the same time last year. Clerk -Administrator Jim Crocker reported at last week's regular meeting of Seaforth Council that arrears of $35,166, or 24.9 per cent of the Jan. 1 total of $141,156 had been collected. This compares to $87,017 or 47.2 per cent collected for the same time period last year. * * * Seaforth Council approved February expenditures of $34,913.49 at its regular March meeting, bringing its 1995 fiscal year cheque total to $342,385.43. *** On . the . recommendatiorr,,.nf.. its Finance and General Government Committee, the Town of Seaforth agreed to contribute $300 towards the registration fee of the Seaforth Stingers, competing for Junior A title, at the Provincial Ringette Championships at Sudbury from March 13-20. The registration fee for this tournament was $1,050. Less usage means fewer Seaforth $ for Arena Population shifts in the last couple of years mean Seaforth is now responsible for a smaller contribution towards running the Seaforth and District Community Centres. The Arena Board's budget, approved at Seaforth Council's regular meeting last Tuesday, shows Seaforth's share to be 43.3 per cent for 1995, or $22,733 of projected SDCC revenues of $345,965. That's down two per cent from last year. The town's actual contributions for 1994 and 1993 were $25,894 and $27,226 respectively. Five area municipalities share in operating the local arena. Proposed contributions for the other municipalities in the Arena Board's 1995 budget are: Townships of McKillop, $13,125 (25 per cent); Tuckersmith, $12,338 (23.5); Hibbert, $3,045 (5.8) and Hullett, S1,260 (2.4). Seaforth Council also approved various amendments to the arena agreement at last week's meeting, among them the Arena Board's proposal to limit its capital reserve fund at $20,000. The previous ceiling was 10 per cent of gross expenditures, or about $34,000. In council's discussion Clerk - Administrator Jim Crocker said he felt the Board's move was "regressive", because as the arena ages or if equipment breaks down capital expenditures are bound to go up and Seaforth will take the biggest hit because it has the highest percentage of responsibility. Council felt it might be wise to take the savings from Seaforth's diminished percentage and put them into a reserve fund of its own in case of emergency. Council also questioned the Arena Board's amendment that effective April 1 "the five ratepayer representatives shall be paid $45 for each regular meeting attended, feeling Seaforth would in effect end up paying more than its fair share for the townships' representation. 1 2 Council Briefs At last week's regular meeting of Seaforth Council, the following pay for February meetings was approved: Mayor Irwin Johnston, $400; Reeve William Bennett, $120; Deputy -Reeve William Teall, $240; Coun. John Ball, $195; Coun. Brian Ferguson, $390; Coun. Michael Hak, $255; Coun. Heather Robinet, $240. * Seaforth Council approved a request from the Alzheimer Society of Huron County to h, 4d a tag day on Sept. 9, at last w, .,. _ regular meeting. Council gave permission to Community Living of South Huron for its annual door-to- door "Flowers of. Hope" canvas in May, but referred back to its Finance and General Government Committee a request from Hibbert Township for a contribution towards the $500 required for a historical plaque honouring William Golding, to be placed near his grave in Staffa Cemetery. Golding is a former Canadian Senator who ,was born and raised in Hibbert, which was also his riding when he was a federal MP first elected in 1932, then re-elected in 1935, 40 and 45. He was also, among other things, a member of Seaforth Council from 1916 to 1921, Mayor of Seaforth from 1921 to 1929 and Chairman of the Seaforth PUC from 1921-36. Fire Chief George Garrick noted in last month's report to the Seaforth Area Fire Board there were 35 calls in 1994, nine involving car fire/accidents. The total number of calls was below average, and two of last year's calls were triggered by arson. *** A co-op student from Seaforth District High School, Stephen Bachert, is now working for the town's Public Works Department. Public Works SuperintendentJohn Forrest plans to start sidewalk work as soon as the weather is warm enough this year so it will be completed by Homecoming in August. The Reeve of Hibbert Township, Walter McKenzie, has been declared 1995 Chair of the Seaforth Area Fire Board. There were nps, other nominations. Library needs new home during renovations The Seaforth Library will have to find a new home while infrastructure improvements are soon made to its Main Street building. The Library Infrastructure Steering Committee, whose grant was approved earlier this month, held its first meeting March 2 and agreed to pursue the option of building an addition to the rear, or east side of the building, for a ground floor entrance to the library, an elevator and staircase. An engineer and architect are to provide cost estimates for the addition and elevator, as well as estimates for improvements to the library's mechanical and heating systems and preservation of the building's exterior. Total costs are not to exceed $375,000. Reeve Bill Bennett worried out loud about the costs of elevator upkeep. Administrator Jim Crocker told him the steering committee had determined both outside ramps and chair ramps were not feasible, and that the new addition would probably become the main entrance to the library. The Iluron County Board of Education FRENCH IMMERSION Based on interest levels shown, French Immersion_ will be available in Grade 5 at Robertson Memorial Public School and Grades 5 and 6 at Exeter Public School. The program will begin in September 1995 provided there is sufficient enrolment and available classroom space. Parents of eligible students can pick up registration forms at any public elementary school in the county. information meetings will be held at Robertson Memorial Public School in Goderich on Monday, April 3rd, 1995, at 7:00 p.m. and Exeter Public School on Tuesday, April 4th, 1995, at 7:00 p.m. A decision on whether or not to begin the program will he based on the number of registrations submitted by Friday, April 7th, 1995.
