Smaller council means change
to one and one half hour meetings
again so more time.can be spent on
planning matters.
A recommendation was made that
the new committee structure, effec-
tive December 1, 1994 be as fol-
lows:
• Two Standing Committees -
Finance & General Government,
and Transportation & Environment
• Each Standing Committee will be
comprised of the Mayor, two coun-
cillors and either the Reeve or
Deputy -Reeve;
and that job descriptions be devel-
oped for each Standing Committee.
Seaforth Town Council's Finance
and General Government Commit-
tee recently discussed how they
would operate in the future with a
reduction in the size of Council.
It was suggested that a Committee
of the Whole meeting should take
the place of two separate Standing
Committee meetings. Administrator
Crocker stated the advantage of a
Committee of the Whole meeting is
that everyone understands all of the
issues facing the Town, however,
there is a danger the Committee
Meeting will become a Council
meeting, and the regular Council
meeting will place Council in a
position where they are simply
'rubber stamping' business dis-
cussed at the committee meeting.
Coun. Bill Teall suggested Com-
mittee Chairs take a more active
role in their committees by present-
ing the committee reports to Coun-
cil, rather than having staff read the
reports, and by answering questions
regarding the business of the com-
mittees.
