LONDON, Feb. 22.—The Copen- hagen correspondent of The Daily Mail telegraphs, A message from Berlin says the co-operative action between the German and Austrian fleets has been settled 'upon in ac- cordance with proposals of Archduke Charles Stephen and Prince Henry of Prussia.
