anniversary of the declaration of its in-
dependence of Spain, made ip 1811,

vanced Stage of Deliberation—

Washington, Nov. 39.---Tbe Behring
Soa question has reached such an ad-
vanaod stage in the considorations of the
Anglo-American commission that a smite
inl meeting was held yesterday to bear
the report of the committee which for
the last ten days has been examining
Canadian and American experts relative
to the value of the Canadian fleet of
sealers engaged in Behring Sea. The ex-
pert testimony bad enabled the commit-
tee to make considerable advance toward
I an adjustment, although it was under -
!!stood that there were some
points yet
to
be determined by the commission. Alter
two hours devoted to considering the re-
port and the views of the respective sides,
a recess was taken, and the members of
the commission, accompanied by the
ladies of the party, took the Government
yessel Hist from the navy yard to Mount
,'Vernon.
I An effort will be inade by persons in-
terested in lake transportation to have
the Anglo-American commission take up
the project for a oanal joining the Great
Lakes and the Atlantic. This project has
been favorably reported unon by a deep
waterway commission authorized by Con-
gress and appointed by the President.
While this established the praoticaoility
of the canal, the present movement con-
templates the devising by the Anglo-
American commission of a plan of joint
action, by which work will actually be
begun.
To Deal With Newfoundland.
St. John's, Ndd., Nov. 29.—The
American members of the joint high
commission for the settlement of disputes
between the United States and Canada
desire, it is reported here, to arrange a
fisheries treaty with Newfoundland, in-
dependent of Canada, upon the basis of
the Bond-B'alne convention. Canada
strongly objects to this proposal, and the
fisheries difficulty bids fair to neutralize
the efforts of the commission. ,It is be-
lieved here that Lord Herschell will urge
the Imperial authorities to hearken to
the case of Newfoundland should the
subject of a separate convention oome
before the British Cabinet for decision.
