VARNA – Bluewater council has
approved the criteria for road
grants recommended by the
Roads Committee which had been
studying the issue.
At council meeting Monday the
motion was passed with the fol-
lowing criteria:
• the grant is available for roads
created by plan of subdivision or
by reference plan regardless of
road ownership.
• the road must be open for pub-
lic use.
• there must be a formal subdi-
vision association.
• the grant can be used for road
maintenance or capital improve-
ments which meet municipal
specifications.
• grants not used within a year
will go into a reserve that must be
used within three years.
• the allotment is based on
$1,900 per km.
• the grant will be effective for
eligible work done after Jan 1,
2003.
Representing the Bluewater
Shoreline Residents Association,
Bob Carpenter stated the “criteria
will have strong support along the
shoreline.”
Sergeant Bernie Miedema of the
O.P.P. made a report to council on
crime statistics in the Municipality
of Bluewater for the months of
August and September 2002.
He also briefed them on the
O.P.P. school liason programs
intended to get officers into local
schools and dealing with smaller
issues before they become seri-
ous.
Sergeant Miedema’s last item to
council was five new O.P.P.
recruits have been added to the
area in the last few months. The
new recruits will replace retiring
staff and bring the force up to
locally mandated levels.
Gayle Waters from The Little Inn
of Bayfield-Willow Tree made a
request to council to replace the
bench around the 100 year old
Willow tree in front of the Inn
with a fence.
The fence would extend out an
extra foot around the tree to pro-
tect its roots and has been
approved by the Bayfield LACAC.
After dealing with liability and
encroachment issues, council
approved the request.
A motion was passed to endorse
a St. Marys letter to the Ontario
Provincial Government. The letter
called on the government to
repeal the Ontario Energy Board
act allowing Union Gas to charge
a retroactive fee enabling it to
recover additional costs incurred
in the winter of 2000/2001.
It stated individual consumers
will be charged an extra $120
under the new fee and asked
other municipalities for their sup-
port, which was agreed to by
council.
A second letter from the
Township of Pickle Lake concern-
ing new standards for personal
fuel oil tanks, lines and stands
was read requesting support from
other municipalities.
The township letter stated the
regulations were brought in with-
out consultation, and are overly
restrictive. It went on to say
unlike most new building regula-
tions, they do not exempt existing
structures from major renova-
tions, and will cause expense and
hardship to consumers. The
request for support was agreed to
by council.

plays for love of music

EXETER – Justin
Burgess, 30, of Crediton
loves music so much, it’s
his work and play.
Bass guitar player for
the rock/punk band
Popjoy, Burgess’s group
played at Gar’s Bar Friday
night.
“I’ve been playing my
whole life.”
At age 3, Burgess pro-
gressed from banging on
pots and pans with his
uncle’s drumsticks to a
child’s drum set, then
learned piano as a teen.
Feeling pressured to
become a famous drum-
mer, he overcame his fear
of change by teaching
himself to play the guitar
and starting his own
band.
He had always played
by ear until Grade 12
when he had to study
music theory for entry
into the UWO
music pro-
gram.
When the
band’s last
bass guitar
player
“bailed after
the first prac-
tise”, he bor-
rowed a bass
guitar and
took to it
“like a duck
to water.”
Now he also
does song-
writing and
producing in
his own stu-
dio.
“Rock music
is my most natural kind of
thing.”
Popjoy
Burgess says the
dance/pop/rock/punk
band chose the name
Popjoy to reflect the mem-
bers’ fun, happy and orig-
inal characters.
The rest of the band
members are from
London.
Sarah Smith is the lead
vocalist and plays rhythm
guitar. Burgess jokes he
and Smith are a “punk
Barbie and Ken.”
Izzy Bartok plays drums
in an “off the wall, dancy”
style. New member Mike
McKyes plays lead guitar
and is a back-up singer.
Burgess says all mem-
bers of the band are cre-
ative equals, letting the
music flow in an original,
cool sound.
Not happy to imitate
artists, they add their
powerful, energetic style
as their own trademark
on such songs as ‘Video
Killed the Radio Star’ by
the Buggles,
‘Abracadabra’ by the
Steve Miller Band and
‘With or Without You’ by
U2.
New CD
Burgess says he was
forced to get technical,
running the mixing board
during performances and
producing and engineer-
ing Popjoy’s latest CD
‘Covers: Live!’.
He gained
valuable
experience
as musical
director for
a Dinah
Christie chil-
dren’s the-
atre in
Hanover and
opening for
April Wine
in Windsor.
Every year
Burgess
plays at the
Friday the
13th bash in
Port Dover.
Popjoy is
planning to
return to
Finland in the spring for a
month-long tour.
For now, they’re per-
forming two or three
shows a week within a
three-hour radius of
London.
Popjoy will perform two
sets of high-energy music
at a Halloween bash Oct.
31 in London’s Victory
Legion. Tickets are avail-
able at the door and door
prizes will be awarded for
best costume.
