EXTENDING EXEMPTION. If Mr. Mercier gives to the church- es the to place their hands on any private property in the Province of Quebec and say, "Here, we want this for church purposes," he is certainly striking a severe blow at private rights and opening the door for'what may be grave complications in the future. Mr Mercier is just about to impose heavy taxes, how heavy he has not yet an- nounced, on the mining industries of the Province,but under this "go -as -you - please" exporpriation bill, it would ap pear to be possible for one or more fa.' voured mines to be withdrawn from taxation, by becoming the property of some church—whether Presbyterian, Methodist,Church of England or Church of Roine,doesn't matter -which may de- clare that the property is needed "for church purposes."
