Klopp opposes action on honorarium rates By Bonnie Gropp The Citizen With the inaugural meeting of the new Huron County council close at hand, outgoing councillor Paul Klopp of Bluewater, at the Nov. 29 meeting, opposed any action by the current council on honorarium rates. A recommendation from committee of the whole was presented for consideration. It proposed raising the warden's honorarium to $10,000 effective with the 2007 warden. It was suggested that councillors receive $2,500, by $1,500 from the present rate. Councillors must attend a minimum of 75 per cent of the scheduled meetings to receive that amount. All councillors attending the full committee meeting would receive one fully day per diem. Klopp felt that it was not up to those sitting around the 2006 council table to set the pay for the incoming councillors. "I believe that councillors should make their own mind up. I don't think this council should recommend what they should receive." Huron East councillor Bernie MacLellan, who will be back in 2007, noted that the recommendation, if approved, would still be presented to the new council for debate. Goderich councillor Ellen Connelly agreed. "My interpretation of this recommendation is that it is a starting point for the new council." The argument didn't sway Klopp, however. "We are not doing anything incorrect in accepting this true. We are following procedure. But I've been around politics too long to not recognize that rayepayers may complain and the next council will be able to say that the rate was recommended, they had just followed it." "I don't believe committee should do this," said Klopp. "This is one of council's jobs — firing, hiring and setting their pay." His arguments failed to change the minds of his colleagues and the recommendation passed. Next up was the recommendation setting per diems for councillors attending events that take less than a full day, and public appointees. There had been lengthy discussion on this at committee. It was noted then that all per diems paid to council are adjusted in tandem with salary, and wage increases given to the county's non-union employees. At that meeting, Klopp questioned if board members attended over two- and-a-half hour meetings would be paid for a full day. The Bluewater councillor , wondered if there shouldn't be two motions to deal with council and with boards separately. "There is a difference with a councillor going to a ribbon cutting and board members being paid to do what they do." Central Huron councillor John Bezaire admitted he was a "little torn", about Klopp's requested amendment. "I understand and don't necessarily disagree. But I believe personally that there has to be some honour." Bezaire said that as a committee chair he attended a number of events for which he didn't receive any payment. "It's up to the individual to choose if they need to be re- imbursed. I think you have to allow them that opportunity." While acknowledging that Bezaire had made some good comments, Klopp reminded council that they had just increased councillor's remuneration. "That's a pretty big jump. This is a blanket coverage. Whether we choose to put in for pay is our own personal issue. But we just put in for a $1,500 pay raise." Klopp's motion for an amendment was defeated. The original motion carried. "me
